Responsibilities
Serve as the senior functional lead for Oracle EBS financial consolidation processes supporting AF Services
Analyze and document business requirements, functional specifications, and system workflows for financial consolidation, reporting, and close processes
Translate AF financial policies, DoD regulations, and audit requirements into system solutions
Lead gap analysis between current and target-state financial processes
Provide expert functional support for Oracle EBS Financial modules, including but not limited to:
General Ledger (GL)
Subledger Accounting (SLA)
Accounts Payable (AP)
Accounts Receivable (AR)
Assets (FA)
Financial consolidation and intercompany eliminations
Support month-end, quarter-end, and year-end financial close and consolidation activities
Validate configuration and setup related to chart of accounts, ledgers, hierarchies, and consolidation rules
Act as a trusted advisor to AF financial leadership, functional users, and program stakeholders
Facilitate workshops, working groups, and design sessions with government and contractor personnel
Support audit readiness, financial controls, and compliance activities (e.g., DoD FMR, OMB guidance)
Lead and coordinate UAT, regression testing, and financial validation activities
Review test scripts, execute test scenarios, and validate financial results
Support production deployments, post-implementation reviews, and system sustainment activities
Mentor junior business analysts and provide functional oversight
Qualification
Required
Bachelor's degree in Finance, Accounting, Business, Information Systems, or related field
8+ years of experience as a Business Analyst supporting financial systems
5+ years of hands-on functional experience with Oracle E-Business Suite Financials, including consolidation
Strong knowledge of financial accounting, reporting, and consolidation concepts
Experience supporting DoD or Air Force financial management systems
Ability to translate complex financial requirements into clear functional documentation
Strong communication skills with experience briefing senior government stakeholders
U.S. citizenship required
Preferred
Experience with Air Force Services financial processes
Familiarity with Hyperion / Oracle Financial Consolidation tools (FCCS, HFM) is a plus
Experience supporting audit remediation and financial controls
Active or eligible DoD security clearance
Oracle EBS or financial systems certifications
