Java Application Developer

The Washington State Department of Corrections is seeking a qualified individual to join the Information Technology team as a Java Application Developer. This role involves developing and maintaining the Offender Management Network Information (OMNI) system, ensuring high-quality solutions that impact public safety and operational integrity.

Responsibilities

Developing and maintaining DOC business software applications in support of the agency’s enterprise (OMNI) system which could include:
Planning, analyzing and developing requirements for application development and enhancement
Developing alternate solutions and make necessary recommendations
Interacting with business analysts, software developers, software testers, project managers, and end users to elicit requirements
Preparing required documentation for the effective maintenance of software applications
Performing data modelling, designs normalized databases and develops database objects
Assisting the various stakeholders by providing them with information
Collaborating with the Quality Assurance (QA) team to align testing strategies including integration and load testing
Troubleshooting problems reported by users. Log defects and recommend solutions
Researching and recommending solutions for web-based applications
Identifies enhancements to the performance and quality of applications
Developing work plans, goals, and objectives, and evaluating project progress with application development and maintenance activities
Completing peer reviews of Java development staff code to support and ensuring accuracy of code before deployment of application, ensuring optimal customer satisfaction
Participating in Agile Scrum daily standups, providing insight and high-level experience in evaluating and prioritizing business needs within the sprint cycle
Developing, designing, constructing and maintaining software applications using approved software’s

Required

High school diploma or equivalent
Eight (8) years of experience in Java application development and support using tools such as IBM Rational Software or an equivalent combination of IT related training and experience
Three (3) years of experience in writing and/or modifying existing programs, documenting solution programs for application systems (Can be gained concurrently)
An associate's degree or higher in Information Technology program or a closely related field
Six (6) years of experience in Java application development and support using tools such as IBM Rational Software or an equivalent combination of IT related training and experience
Three (3) years of experience in writing and/or modifying existing programs, documenting solution programs for application systems (Can be gained concurrently)
A bachelor's degree in computer science or related field
Four (4) years of experience in Java application development and support using tools such as IBM Rational Software or an equivalent combination of IT related training and experience
Three (3) years of experience in writing and/or modifying existing programs, documenting solution programs for application systems (Can be gained concurrently)
Four (4) years of experience in logical data modeling and relational data architecture to meet system specifications
Four (4) years of experience in resolving application defects and performance issues in connection with changing business requirements
Two (2) years of knowledge of design patterns, enterprise integration patterns, and patterns for modern enterprise architecture
Four (4) years of experience in life-cycle management of modern application development

Preferred

Knowledge with agile, scrum, iterative, or waterfall development/project methodologies
At least one of the following professional Level 2 certifications as defined by the Department of Defense 8570.01-M Information Assurance Workforce Improvement Program such as Security+, GSEC, SCNP, or SSCP
Coding to Web Content Accessibility Guidelines
