Senior Finance & Sales Manager

The City of Saskatoon is looking for a Senior Finance and Sales Manager. This role involves performing financial and management accounting functions, coordinating marketing activities, and managing the Civic Lands Program, including property sales and leasing of City-owned lands.

Government Administration

Responsibilities

Leads and manages Saskatoon Land sales processes, including over-the-counter sales, lot draws, direct sales, open market releases, public tenders, and long-term leases for residential, industrial, commercial lands and affordable housing projects. Administers preparation and compliance of land sales and amending agreements as required
Develops and recommends land allocation processes based on market demand and approved proforma models for relevant land categories or development areas
Leads assigned staff, including hiring, work scheduling, staffing assessments, performance management, discipline, and staff development planning
Develops, monitors, and updates customer service practices and land sale policies and procedures, including preparing and presenting reports to Civic Committees and City Council in public and in-camera forums
Provides administrative direction to financial business systems by managing development and implementation, including internal controls, to ensure accurate financial reporting and data integrity
Conducts periodic examinations and analysis of Saskatoon Land, Civic Lands and assigned project expenditures and staffing costs
Leads and manages financial activities related to civic land leases and property dispositions, including market pricing, preparation of Committee and Council reports, and transaction compliance through closing
Manages disposal of properties obtained through tax enforcement and ensures compliance with The Tax Enforcement Act
Represents Saskatoon Land at Saskatoon Appeal Board hearings related to mortgage appeals
Establishes and maintains relationships with contractors, developers, and land purchasers to support negotiations, resolve issues, and confirm contractor eligibility. Represents the department on the Joint Saskatoon Land Advisory Committee and other corporate initiatives
Manages and prepares land development financial pro-formas, operational land-holding data, year-end accounting, and annual financial reporting
Leads the budgeting process for the two-year operating and capital budgets for land development enhancement projects
Monitors the short- and long-term financial sufficiency of the Land Operations Reserve and assists with oversight of the Property Realized Reserve
Provides professional advice on accounting, financial planning, and business planning in support of Saskatoon Land’s mandate and corporate objectives
Oversees land development enhancement projects, Tangible Capital Asset reporting requirements, audit coordination, divisional marketing and communications, and departmental IT requirements
Performs other related duties as assigned

Required

Degree in a related discipline
Possession of a professional accounting designation (i.e. C.P.A.)
Seven to nine years' progressively responsible related experience in financial and management analysis and reporting
Thorough knowledge of the budget process and principles practices of financial and cost accounting
Considerable knowledge of business process analysis, system design and implementation
Considerable knowledge of land sales, legal agreements and the tendering process
Demonstrated ability to prepare and present oral and written accounting and financial reports
Demonstrated ability to write information and approval reports for Committee and City Council
Ability to direct and support staff in achieving identified results
Ability to develop and maintain effective working relationships with all levels of civic staff, including senior administration, elected officials, external stakeholders and the public
Ability to problem solve through consensus, stakeholder involvement and dialogue
Demonstrated ability to direct and support staff in achieving desired results
Demonstrated skill in the use of a computer using the Microsoft Office suite
