Responsibilities

Serve as a member of the Sentinel Division cost team; apply a range of analytical, mathematical, and/or statistical theories, principles, and practices to plan, coordinate, and execute segments of complex studies
Deduce cost relationships using historical data, government databases, and commercial pricing information
Perform work requiring the design, development, and adaptation of mathematical, statistical, and other scientific methods and techniques
Develop databases and data visualizations from a variety of collected data sources
Perform a broad range of cost and operations research analysis assignments entailing unique problems, creativity, innovative techniques, advanced approaches, and new technology
Develop cost estimating models using approved government methodologies and applications
Analyze contractor performance data to forecast cost and schedule status. Demonstrate knowledge of earned value management results as they relate to cost estimating

Required

U.S. CITIZENSHIP
Must be able to obtain and maintain the appropriate Top Secret security clearance and is required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise
Degree in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus
These positions are covered by the Acquisition Professional Development Program (APDP). The employees must meet, or be capable of meeting Defense Acquisition Workforce Improvement Act (DAWIA) Business - Cost Estimating Practitioner certification requirements applicable to the career category designated on the position description within 24 months of assignment
These positions also require the employees to engage in acquisition continuous learning activities achieving 80 Continuous Learning Points (CLPs) every 24 months
These are a Department of Defense Financial Management Level 2 certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112‐81, Subtitle F‐Financial Management, Section 1599d. Incumbents shall comply with the requirements of this certification program within 24 months of assignment
These positions also require the employees to engage in acquisition continuous learning activities achieving 60 Continuing Education and Training (CETs) credits every 24 months after achieving certification level

Preferred

Professional knowledge of a wide range of principles, concepts, and practices of operations research analysis to apply scientific methods and techniques to analyze systems, processes, and/or operational problems and procedures is highly desired
Ability to perform studies and prepare reports, documentation, and correspondence to communicate findings, recommendations, and conclusions clearly and effectively to diverse audiences is highly preferred
Knowledge of quantitative techniques and methods used to develop, adapt, modify, and apply models to resolve problems or define and clarify alternative solutions is highly valued
Ability to analyze, interpret, and apply operations research rules and procedures in a variety of situations and recommend solutions to senior engineers and analysts is a plus
Ability to analyze problems to identify significant factors and fundamental relationships, gather pertinent data, and recognize solutions is preferred
Ability to plan and organize work and confer with co-workers effectively is desired
Strong quantitative skills, expert problem-solving ability, adeptness in the use of logic and above-average communication skills is valued
