Senior Manager, Real Estate

Regional Transportation District (RTD) is dedicated to improving lives through connections and is seeking a Senior Manager for Real Estate. This role involves managing the planning, strategy, and implementation of Real Property and Transit Oriented Development (TOD) to support multi-modal transit and collaborating with various departments and external parties.

Responsibilities

Manage the property portfolio to optimize district needs, expenditures, and community value
Negotiate leases and/or purchases with public and private entities to facilitate the development and implementation of joint development opportunities in accordance with organizational policy
Oversee the management and strategy of space needs for the District using a holistic approach across all RTD properties
Manage policy elements of real property and TOD matters and work with leadership on establishing program goals and objectives
Prepare annual budget for the department and the right-of-way budget for capital projects
Manage confidential analysis of appraisals and risks associated with acquisition and relocation activities to assure overall project budget and schedule integrity
Negotiate with property owners and their representatives the fair market value of properties acquired for projects and property disposals
Manage and participate in the negotiation, drafting, preparation, maintenance, and control of the legal documents required for land acquisition, property leasing, and joint development agreements, and works to obtain necessary agreements and permits to complete property transactions
Oversee the study and analysis of TOD throughout the District
Oversee the unsolicited and solicited proposal process for joint development
Lead the organization’s disposition of surplus property
Manage the approvals of easements, licenses, and permits for third-party uses on organization property
Maintain appropriate staffing levels and reviews progress to ensure the quality and quantity of work meet standards and deadlines for deliverables to meet program goals and objectives
Recruit staff to include interviewing, hiring, assigning work, training, coaching, and counseling to ensure consistent application of Employee Guidelines, processes, and procedures
Conduct performance reviews and holds employees accountable for optimal performance of their responsibilities
Foster a safety-first culture, prioritizing prevention, accountability, and continuous improvement
Take action to advance the goals of Equal Employment Opportunity, Disadvantaged Business Enterprise, Title VI and ADA Plans, thereby ensuring RTD's hiring programs, work environment, contracting and procurement practices, and transit services/programs are fair, equal, and non-discriminatory

Required

Bachelor's degree in planning, public administration, real estate management, law, business, architecture, engineering, surveying, or related field
A minimum of eight (8) years of experience managing real property, conducting land use planning and/or TOD for a public agency or private company
A minimum of five (5) years of experience working with lease agreement components and contractual provisions, title commitments and policies, real estate closing procedures, and real estate documents
A minimum of five (5) years of supervisory or management experience

Preferred

Real estate broker license, appraisal certification, and/or right-of-way certification preferred
Public transit experience or other highly regulated entity preferred
