Vice Chancellor for Human Resources

The City University of New York (CUNY) is seeking a Vice Chancellor for Human Resources to oversee and develop policies that support the HR functions across its 26 colleges. This role is responsible for leading the implementation of CUNYWork, the new ERP system, and enhancing organizational change within the University.

Responsibilities

Provides inspiring, ethical, and effective leadership to advance University Human Resources in a manner that serves as a model for professional competency, teamwork and innovation and accelerates progress in the achievement of its strategic goals and operational priorities
Leads the University-wide implementation of the HR component of CUNYWork, CUNY’s new ERP system powered by Workday, replacing the PeopleSoft system (CUNYfirst), across 26 campuses
Provides executive oversight and sustained support for post-implementation stabilization, optimization, and continuous improvement of CUNYWork, including business process transformation, change management, training, and stakeholder engagement
Serves as a change agent promoting continuous improvement through initiatives that reform and streamline business processes, create efficient workflows, and evaluate and update HR policies, procedures, and practices
Promotes best and emerging practices across the University and assists campuses in the interpretation and operationalization of policies and implementation of the corresponding processes
Develops best practices to address and support CUNY’s future growth and changing workforce
Directs the functional areas of University Benefits, University Payroll, Workforce Planning, Recruitment and Diversity, Project Management, Professional Development and Learning, Campus Advisory Services, and Central Office Human Resources to provide high quality support and services to the University
Provides consultative guidance on HR policies and procedures to campus-based HR professionals and administrators
Provides oversight and management of Executive Compensation Plan
Leads professional development and performance assessment programs
Creates an environment of professionalism, respect, and civility towards all employees and stakeholders

Required

A minimum of a Bachelor's degree and eight years' related experience

Preferred

Advanced degree in human resources or related discipline and at least 10 years of progressively responsible Human Resources leadership experience in higher education, non-profit or other complex organizations
A record of significant achievement in managing human resources in a complex organization, with substantial experience in and knowledge of payroll operations, health and welfare benefits, classification and compensation, and EEO/affirmative action regulations
Experience leading or supporting the implementation of a large-scale ERP system, preferably in higher education or a similarly complex organization
Experience supporting enterprise-wide system implementations and large-scale business process transformation initiatives is a plus
Experience working in an HR environment supported by Workday—including payroll, benefits, time and leave, and talent management—is strongly preferred
Executive-level skills to manage the human resources portfolio with efficacy, strategic vision and intellectual vitality
Knowledge of Federal, New York State and New York City employment and labor laws, including civil service laws and practices
Experience working effectively and collegially within a large, complex university system and negotiating with a wide range of constituencies within an environment of shared governance environment
Experience with re-engineering/re-organizing benefits and payroll business processes
Strong negotiation, mediation, consultation, presentation and group facilitation skills with experience presenting to a wide variety of audiences
Strong organizational skills with the ability to independently establish plans and successfully execute multiple assignments with conflicting priorities and concurrent deadlines in a dynamic environment
Strong critical thinking and financial analysis skills with experience analyzing data and budgets to drive decision-making
Exemplary judgment and ethical standards, analytical acumen, superior problem-solving skills, decisiveness and ability to deliver timely advice
Demonstrated ability to influence people and establish positive working relationships across the University
Demonstrated leadership and managerial skills, with ability to lead and manage teams, and use strategic and tactical judgment to make decisions and handle various situations
