Trust Policy & Recoveries Specialist.
The State of Colorado is committed to creating inclusive workplaces and is seeking a Trust Policy & Recoveries Specialist to join their Legal Division. This role involves reviewing and analyzing trusts related to Medicaid eligibility and advising on the impact of trust assets on eligibility.

Responsibilities
Determining policy changes but mostly supports established policies related to trusts, resources purchased with trust assets, and transfers without fair consideration related to trust assets
Working on projects in this subject matter area
Working on the recovery of trust assets and overpayment claims related to trust assets
Reviewing and analyzing accountings from trustees, and advising, initiating, and recovering monies on behalf of Medicaid upon the client’s death or closure of the trust. Any legal proceedings such as administrative appeals or judicial reviews stemming from trusts, including related resources and transfers without fair consideration, shall be handled by this Position on an as needed basis as directed by the Section Manager
Coordinating assigned legal proceedings with the Attorney General’s Office on an as needed basis
Other duties as assigned
Qualification
Required
Seven (7) years of professional experience in drafting, reviewing and/or interpretation of trust instruments; preparing or reviewing trust accountings; or evaluating applicant resources of the same or a comparable complexity to determine Medicaid eligibility (e.g. annuity contracts, partnership or corporation agreements, etc.)
Bachelor's degree from an accredited institution in law, accounting and finance, business administration, health care administration, public policy or in a field of study related to the work assignment; AND three (3) years of professional experience in drafting, reviewing and/or interpretation of trust instruments; preparing or reviewing trust accountings; or evaluating applicant resources of the same or a comparable complexity to determine Medicaid eligibility (e.g. annuity contracts, partnership or corporation agreements, etc.)
A Law degree would meet the minimum qualifications for this position
Preferred
Prior state experience related to the duties of this position
Professional experience applying federal and state Medicaid regulations, including regulations related to determining long-term care eligibility based on resources
Professional experience working within the area of Trusts & Estates, Elder Law, or Health Care Law or completion of courses in this area
Professional experience reviewing or preparing trust accountings
Professional experience providing or interpreting public policy
