Engineering Technician III – Winston-Salem Construction 1
The N.C. Department of Transportation is dedicated to connecting people, products, and places efficiently. They are seeking an Engineering Technician III to serve as a senior project roadway/structure inspector, supporting engineers in highway construction contract administration and ensuring compliance with project specifications.

Responsibilities
Monitoring the daily operations of contractors
Performing and/or reviewing test reports to ensure that all work and materials conform to specifications, plans, and contract documents
Perform contract administration duties such as pay record entry and review, materials-received reports, certified payroll review, daily diary review, as-constructed plans preparation, and monthly quantity verification prior to estimate payment
Resolve daily constructability issues and troubleshoot problems to mitigate delays to project delivery
Assist other department personnel and contract forces with utility relocation efforts by inspecting and tracking relocation work
Anticipate contractual problems and advise engineering staff of the need for plan revisions, supplemental agreements, or other contract adjustments to improve safety, timely delivery, and/or quality of delivered project
Monitor contractor’s operations to ensure compliance with subcontract agreements and with the contract DBE requirements
Ensuring compliance with NC Sedimentation and Pollution Control Act, and that all work performed in permitted areas is done in accordance with permits
Managing all aspects of assigned construction projects with limited supervision from higher level engineers
May direct and schedule the work of junior technicians in staking out and inspecting every phase of a construction project to ensure it is built according to contract documents in a timely and cost-effective manner
Effectively communicates and coordinates work with contractors, subcontractors, utility owners, and property owners to minimize delays and disturbances while maximizing progress of the projects
Ability to establish and maintain positive lines of communication between other technicians, engineers, contractors, and the public
Applicant should be able to effectively communicate in a clear, concise, organized, and persuasive manner, both orally and in writing
Ability to make independent decisions using sound engineering judgement
Knowledge and skill in the use of Microsoft Office suite products, such as Word, Excel, and Outlook, is required
Experience with iPads/tablets, HiCAMS, and SharePlus/SharePoint is highly preferred
Advanced working knowledge of mathematical functions is required
Inspecting, ensuring work zone safety, and participating in snow & ice removal
Employee will be subject to emergency callback and inclement weather
Ability to work safely in an outside environment with exposure to hazards on construction sites including heights, highway traffic, weather extremes, and traversing rough terrain in evaluating highway construction
Must be able to perform moderate physical activity including but not limited to walking, climbing, balancing, kneeling, and standing
Must be able to lift 50 lb
Must be able to work nights and/or weekends as required by project workload/staffing with fluctuating hours, if needs be on any assigned project within the limits of Division 9
Must apply safety philosophy and program to all operations
Safety toe shoes required
Qualification
Required
Associate's degree in Civil Engineering Technology, Survey Technology or assigned discipline from an appropriately accredited institution and three (3) years of progressive technician level experience; or an equivalent combination of education and experience

Preferred
Experience analyzing and interpreting highway construction plans
Experience applying engineering concepts to solve complex problems
Experience with mathematical functions including algebra, geometry, and trigonometry
Experience planning, developing, scheduling, tracking, and completing projects independently or with limited supervision
Customer service experience related to resolving problems that involve explaining complicated engineering concepts to various customer groups
Experience with iPads/tablets, HiCAMS, and SharePlus/SharePoint
