Responsibilities

Translating strategic vision into executable operational roadmaps and leading the transition from traditional waterfall operations to agile, value-stream-oriented delivery models
Cultivating a high-performing, adaptable workforce by implementing workforce planning strategies to close skills gaps in emerging areas like cloud architecture and automation
Orchestrating the continuous delivery of services by integrating development, security, and operations to reduce time-to-market for judicial capabilities
Acting as the primary bridge between technical teams and judicial stakeholders
Developing service level agreements that reflect business value as the indicators of customer satisfaction
Managing a complex annual operating budget and transitioning Financial reporting towards modern approaches that provide greater insight
Formulating capital planning strategies that prioritize IT investments to maximize value creation
Analyzing contract performance data and risk assessments to recommend the modification, pause, or termination of underperforming technology initiatives or outdated contracts

Required

Undergraduate degree required
At least one full year (52 weeks) of specialized experience equivalent to the SES/GS-15/JSP-15/CL 31/PB-2F level
Demonstrated experience in IT operations
At least 5 years overseeing enterprise-class programs in a complex, regulated environment (federal, financial, or healthcare sectors preferred)
A supplemental narrative must be uploaded and attached to your application addressing each Mandatory Technical Qualification (MTQ)
A narrative response as part of the application package for each of the Executive Core Qualifications (ECQ) is mandatory for all applicants who are not current or former career AOES/SES members, and/or completed an OPM approved CDP
Experience in information technology and enterprise architecture issues, processes, policies, standards, techniques, models, artifacts and methodologies
Experience developing a vision and strategy for a large information technology organization and aligning budget and implementation plans to that strategy
Experience developing and implementing strategic thinking processes in an evolving information technology infrastructure environment
Executive-level interpersonal skills in communicating, negotiating, and persuading others to build consensus
Ability to bring about strategic change, both within and outside the organization, to meet organizational goals
Ability to lead people toward meeting the organization's vision, mission, and goals
Ability to meet organizational goals and customer expectations
Ability to manage human, financial, and information resources strategically
Ability to build coalitions internally and with other federal agencies, state and local governments, nonprofit and private sector organizations, foreign governments, or international organizations

Preferred

MBA or Master's in Technology Management preferred
