GROUP SUPERINTENDENT (TITLE 32)

Responsibilities

Exercise supervisory personnel management responsibilities
Advise and provide counsel to employees regarding policies, procedures, and directives of management
Advise on selection of candidates for vacancies, development opportunities, details, and reassignments; consider skills and qualifications, mission requirements, and Military Equal Opportunity (MEO) and diversity objectives
Apply MEO principles and requirements to all personnel management actions and decisions; ensure fair treatment of all personnel in a manner free of discrimination
Develop, modify, and/or interpret performance standards
Explain performance expectations to employees and provide regular feedback on strengths and weaknesses
Hold employees accountable for satisfactory completion of work assignments
Appraise subordinate workers' performance ensuring consistency and equity in rating techniques
Periodically review position descriptions to ensure accuracy and the most effective utilization of personnel resources
Explain classification determinations to subordinate employees
Recommend awards when appropriate and approve within-grade increases
Mediate and resolve employee complaints and refer unresolved complaints to higher-level management
Initiate actions to correct performance or conduct problems
Effect minor disciplinary measures such as, warnings and reprimands and recommend action in more serious disciplinary matters
Prepare documentation to support actions taken
Identify employees' developmental needs and provide or arrange for training (formal and on-the-job) to maintain and improve job performance
Promulgate self-development
Administer leave program; approve master leave schedules to assure adequate coverage for peak workloads and traditional holiday vacation time
Ensure education and compliance with security directives for employees with access to classified or sensitive material
Recognize and take action to correct situations posing a threat to the health and safety of all airmen

Required

Successful completion of a master's or equivalent graduate degree
2 full years of progressively higher level graduate education leading to such a degree
LL.B. or J.D
Must have experience, education or training which provided a general knowledge of principles of organization, management, and administration
Progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled
Experience using computer and automation systems
Must have at least one year of specialized experiences at the GS-09 level or the equivalent which provided a working knowledge of National Guard missions, organizations, and federal civilian or military personnel programs
Experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions
Experience developing and recommending policy
Organizing and carrying out specific programs, evaluating and recommending changes in methods of operations
Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures
Experience preparing written communications and oral presentations
Experience in managing the function of the work to be performed
Experience which includes leading, directing and assigning work of personnel
