Higher Education

Responsibilities

Maintains financial controls to ensure the financial stability of the college, an operating budget, fixed asset base, and annual cash flow in the nine figures
Ensures that financial activities of the college are conducted within state and federal guidelines
Maintains a positive cash flow and plans and executes funding arrangements necessary for the college to achieve its mission
Provides strategic direction for the financial future of the college, determines contingency plans for reductions in funding streams and explores opportunities for other funding sources to maximize student success
Responsible for the development and control of the overall budget of the college and management of all cash balances
Develops, evaluates, and implements internal controls to protect the asses of the college and provides leadership for external auditing of the college
Directs the development and maintenance of financial and administrative policies and procedures and ensures compliance with state and federal regulations and policies
Directs all college finance and accounting functions to include payroll, AP/AR, and student financial accounts
Own the college’s rolling forecast process and develop scenario models for key drivers (enrollment, net tuition revenue, compensation, inflation, state appropriations, and auxiliary performance)
Partner with Enrollment Services to build models for tuition pricing and revenue planning
Forecast net tuition revenue and assess the financial implications of retention, persistence, and completion initiatives
Analyzes institutional transformation system results and provides real time return-on-investment data to aid in decision making
Integrate capital planning into the long-range financial plan
Evaluate financing options and affordability: debt capacity, credit impacts, and long-term cash implications
Ensure capital projects are sufficiently funded and meet the requirements of state authorizing entities
Communicate financial plans appropriate for the audience to ensure decision-makers understand assumptions, risks, and financial options
Present financial outlooks, scenarios, and strategic recommendations to president, Area Commission, and executive officers
Build analytic capability within finance to report and monitor key performance indicators
Other duties as assigned

Required

Master's degree plus seven (7) years of progressively responsible related experience work

Preferred

Masters degree plus seven years (7) in related experience in financial management, including progression in positions of increasing responsibility
CPA or CMA preferred
Doctorate, ABD, or actively pursuing doctoral degree
Deep knowledge of higher-education funding models, regulatory requirements, endowment and treasury management, and the institutional economics behind enrollment, academic programs, and capital planning
Must demonstrate strong skills in financial modeling, data-driven forecasting, strategic communication, and the ability to translate complex financial information to a wide range of stakeholders
Effective leadership, collaboration across academic and administrative units, and the capacity to drive change and process improvement are essential
Ability to think systematically, anticipate long-term trends, balance mission with financial sustainability, manage risk, and exercise sound ethical judgment and stewardship ensuring resources support both immediate priorities and long-term institutional health
