Program Manager, Monitoring and Evaluation

The International Rescue Committee (IRC) responds to the world's worst humanitarian crises and is seeking a Program Manager, Monitoring and Evaluation for Switchboard. Responsibilities

Support rapid needs assessments processes from design to reporting, including the use of surveys, focus group discussions, and/or key informant interviews
Use project proposals and project design tools like theories of change and logframes to identify project indicators, targets, and develop data tracking systems
Ensure consistent use of data collection tools by staff and partners; monitor data quality and follow up on issues identified
Maintain project database(s) to support efficient, accurate data management, reporting, and analysis
Produce accurate summaries to support action planning and reporting needs of projects in collaboration with other M&E team members and other staff
Create tools to collect stakeholder feedback, analyze results, and provide actionable recommendations
Contribute to team efforts to streamline M&E systems for reporting and learning across projects
Manage multiple projects with varying timelines and priorities to ensure timely delivery of M&E outputs
As needed, support the production of monitoring and evaluation learning resources and training opportunities including webinars, courses, written resources, multimedia, etc
As needed, support the M&E team in fielding technical assistance requests

Required

Bachelor's degree in social sciences, information systems, or related field (or equivalent experience)
Minimum of 2 years of monitoring and evaluation (M&E) work
Strong organizational, project management, and time management skills, with the ability to manage multiple competing priorities and deadlines. Strong attention to detail
Demonstrated commitment to data-driven programming
Demonstrated experience in M&E systems, including project design and familiarity with theory of change, logframes, indicators, and targets
Proven ability to collect data using surveys and other data collection tools; analyzing and visualizing data; and reporting
Comfortable working under supervision with routine tasks and regular check-ins
Ability to work collaboratively with diverse teams and external stakeholders

Preferred

Demonstrated experience using cloud-based collaborative platforms and other web analytics platforms (e.g., Airtable, Stacker, Google Analytics, etc.)
Demonstrated experience in creating interactive dashboards
Demonstrated experience providing technical assistance, capacity-building, and/or training related to monitoring and evaluation
Self-starter with the ability to work independently and in a dynamic, cross-functional team structure
Capacity to give and receive constructive feedback
Demonstrated experience with M&E in the context of refugee resettlement and integration programs
Lived experience with forced displacement or shared background with newcomer populations
Technology literacy, including intermediate knowledge of MS Office Suite (Teams, Word, PowerPoint, Excel), Learning Management System platforms, and Zoom, and adaptability to learning new and innovative technology
Excellent verbal and written communication skills, with fluency in English: including engaging public speaking abilities
