Contract Specialist I/Contract Monitoring Specialist

The North Carolina Department of Health and Human Services (DHHS) is one of the largest agencies in the state, responsible for ensuring the health and well-being of North Carolinians. The Contract Specialist I/Contract Monitoring Specialist position involves overseeing contract development and management for the NC Medicaid Program, ensuring compliance with program requirements, and collaborating on procurement-related projects.

Health Care

Responsibilities

Assisting with the full lifecycle of contract management to ensure compliance with program requirements
Participating in evaluations of competitive solicitations
Developing monitoring plans
Working closely with DHB business units to support the management of procurement documents such as contract deliverables, amendments, personal services contracts, MOAs, MOUs, RFPs, and RFQs
Collaborating across various DHB units on contractual and procurement-related projects to support the division’s operational goals

Required

Bachelor's degree in business or related area from an appropriately accredited institution and two years of progressive procurement or contract administration experience; or equivalent combination of education and experience
Completion of the North Carolina Contract Management Certification Program within one year of hire into the position

Preferred

Demonstrated ability to understand and resolve complex problems and the ability to read, interpret and make recommendations based on complex state, federal and Departmental rules, laws, and regulations
Demonstrated ability and experience monitoring contracts and processing contracting documents
Basic knowledge of government budgeting to reconcile data and information from various sources
Knowledge of Federal and State contracting, regulations, policies, codes, and rules
Proven ability in establishing and maintaining effective working relationships
