SAS Program Manager
The International Rescue Committee (IRC) responds to the world's worst humanitarian crises, helping to restore health, safety, education, economic wellbeing, and power to people devastated by conflict and disaster. The SAS Program Manager will manage IRC Dallas’ Social Adjustment Services and SOR programs, overseeing multiple health and wellness initiatives while ensuring culturally appropriate support for refugee and immigrant communities.

Responsibilities
Manage multiple health and wellness programs and projects
Ensure health and wellness programs provide culturally and linguistically appropriate services while promoting well-being and independence
Support programming in the areas of Health Empowerment, Access and Education, Community Gardens and Produce Stands, Nutrition and Food Security, Refugee Elders, Special Needs Case Management, COVID-19 Response and Vaccine Outreach, Mental Health, Wellness and Well-being, and others as needed
Identify service gaps and develop and implement programming to address gaps
Manage multiple federal, state, local, and private grants and funding streams
In collaboration with program coordinators and finance department, develop and manage all assigned budgets including monthly review of Budget vs. Actuals (revenue and expense activity), match objectives, and financial reporting to funders
Ensure accurate, high quality data tracking and accurate, timely reporting for Health and Wellness programs
Develop and review program reports and collect statistics and developments for evaluation, tracking and reporting purposes and to ensure compliance with funded objectives and donor requirements
Implement monitoring and evaluation activities to assess program activities, document accomplishments, identify promising practices and lessons learned, and respond to participant and community feedback and needs
Ensure smooth and functional operation of Health and Wellness programs maintaining efficient systems and ensuring delivery of quality services
Provide direct support to program supervisors and coordinator, and other positions created through program development
Utilize IRC’s People Management Standards including regular team and individual meetings, clear expectations, effective feedback, and responsive support
Ensure program staff engage in training on trauma-informed approach and other relevant professional development and work to incorporate trauma-informed approach into service delivery, workload management, and staff supervision and support
Provide mentorship and support to staff around professional development, workload management, trauma-informed approach, and staff wellness
Cultivate an environment of teamwork through regular program meetings and on-going training
Conduct mid-year and annual performance management evaluations
Identify unmet needs, design programming, and develop funding to address gaps in services in response to staff, participant, and community feedback
Responsible for seeking opportunities to maintain and expand Health and Wellness programming and developing high quality funding proposals in collaboration with program and development staff
Work collaboratively with current and future funding partners
Maintain and develop relationships with funders and other partners who contribute donated services, time, funds, and goods to support Health and Wellness programs
Expand services and resources available to communities served including professional services, in-kind donations, and volunteer time through engagement with donors and providers
Organize and participate in annual planning activities for SAS and other related programs including developing and defining a vision and strategy in collaboration with program teams
In conjunction with other Program Managers take ownership of relevant strategic objectives, provide guidance and oversight to the appropriate objectives in the IRC Dallas Strategic Action Plan
Act as a member of IRC Dallas Senior Management Team
Work with IRC Dallas Senior Management Team, program leads and other staff, and ensure a good working relationship with all internal departments/programs in the design and coordination of new programming, provision of services, development activities, public relations materials, events and media communications
Participate in all staff meetings, staff development activities, and fully engage as a member of the IRC Dallas team
Comply with all policies, procedures, and protocols of the agency

Qualification
Required
Relevant degree or equivalent professional experience
Minimum of 3+ years of related professional experience in the areas of Program Management; Grant Management; Grant Compliance; Social Services; Mental Health Services; Public Health; Food Security; Humanitarian Relief; Staff Supervision; Grant Writing/Development; Donor Relations; etc
Holistic understanding of refugee and immigrant health and wellness, particularly health trends, issues, challenges, and appropriate interventions
In-depth knowledge of health, mental health, wellness, refugee and immigrant services, trauma-informed approach, and understanding of participant and community perspectives and needs
Experience providing support to staff and understanding of staff well-being, managing workload, professional boundaries, setting clear expectations, and providing direct feedback
Program management, leadership, and training experience
Experience engaging with and providing services to diverse populations
English proficiency, both spoken and written, and professional proficiency in language(s) of local immigrant and refugee communities (i.e., Arabic, Dari, Kinyarwanda, Pashto, Somali, Spanish, Swahili, Ukrainian, etc.) preferred
Public speaking experience and ability to professionally represent IRC and its mission
Strong organizational skills including detail oriented, prioritizing, planning, and effective time management
Experience working with and ability to interact with diverse groups of people
Ability to work independently to ensure proactive, quality performance of duties, as well as ability to work as part of a team
Computer skills, particularly knowledge of Word, Excel, and all Microsoft Office applications
Must be comfortable in a fast-paced, multicultural environment
Access to reliable transportation to travel throughout the service delivery area
