Responsibilities
Serve as a senior liaison between business stakeholders, program areas, external partners, and IT teams (Architecture, Project Delivery, Application Sustain)
Elicit, analyze, document, and validate complex business and technical requirements for interoperable referral systems
Review, assess, and reengineer existing business processes to identify gaps, trends, risks, and opportunities for improvement
Design and execute evaluation strategies (e.g., secret shopper initiatives) to assess system effectiveness and referral outcomes
Analyze raw data to support business insights, operational improvements, and solution recommendations
Develop solution options, including cost/benefit analysis, ROI, risk assessments, and buy vs. build evaluations
Produce high-quality documentation including business cases, process maps, functional specifications, and planning materials
Support automation and enhancement of IT systems to improve efficiency, accuracy, and service delivery
Collaborate closely with leadership, including reporting directly to the Director of the Office of Aging Services Coordination
Qualification
Required
8+ years of experience in business analysis, systems analysis, or related roles
Strong expertise in requirements elicitation, business process mapping, and systems documentation
Proven ability to communicate complex technical and design concepts to diverse audiences
Demonstrated experience analyzing data to inform business and technology decisions
Excellent verbal, written, and presentation skills
Strong planning, problem-solving, and execution capabilities with minimal supervision
Exceptional stakeholder management, follow-through, and customer service skills
