Responsibilities
Develop new program management initiatives for the Commissioner and the Mayor
Provide essential program monitoring to assess impact and effectiveness of programs
Develop and maintain statistics for analysis of program’s client population to apprise the agency of changing client characteristics to facilitate appropriate responses and provide needed support for programs and budget planning
Provide technical assistance on available data sources, data base construction, preparation of need assessment and research designs/statistical analysis to agency staff and other city agencies, advocacy and/or community groups
Create and manage various on-going and ad-hoc reports, data analysis, and management reporting and performance measurement systems including but not limited to writing SQL in an Oracle and/or SQL Server environment
Conduct analyses of outreach programs and sub-programs to ensure accurate monitoring of clients and activity including but not limited capturing clients on caseload, monitoring placements and clients that remain placed
Prepare comprehensive policy analysis and management reports for the Commissioner and Senior Executive staff
Qualification
Required
A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization
A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization
Education and/or experience which is equivalent to '1' or '2' above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in '2' above
Two years as a City Research Scientist Level I can be substituted for the experience required in '1' and '2' above
Excellent quantitative, qualitative, analytical and statistical skills using Excel and SQL
Knowledge of Federal, State and local/city policies and mandates
Strong verbal, written communication and interpersonal skills
