Pond & Company is seeking experienced Site Managers to support their Fuels Sustainment, Restoration, and Modernization (FSRM) program across the Pacific Rim. This role is critical for delivering safe and high-quality maintenance and modernization services for military fueling systems, primarily focusing on Guam with additional support in Japan, Korea, Hawaii, and other Pacific locations.

Responsibilities

Lead onsite execution of fueling system maintenance, repair, and modernization activities in support of assigned Task Orders
Plan, organize, and coordinate field activities to meet scope, schedule, budget, quality, and safety requirements
Conduct project kick-off meetings and establish work plans and schedules prior to execution
Maintain 3-week and 2-week look-ahead schedules and participate in regular planning meetings with Program and Operations leadership
Anticipate schedule or budget risks and proactively implement corrective actions
Ensure all contract deliverables and documentation are submitted accurately and on time
Provide technical oversight of service order scopes of work, ensuring alignment with UFGS, UFC, EM 385-1-1, ASME, API, and applicable North American or international standards
Review and approve service orders daily for accuracy, constructability, safety, and compliance
Collaborate with Safety Managers to develop work plans for high-risk or complex service orders
Perform and support field quality and safety audits; identify trends and implement corrective actions
Ensure all work is executed in accordance with health, safety, and quality plans
Monitor the Maintenance & Repair System (PRIME) for all service orders and coordinate closely with the Service Order Manager and Task Order Project Manager
Oversee development and execution of service orders by Project Coordinators
Prioritize service orders based on risk, operational impact, and available funding
Monitor contract budgets, maximize utilization of available CLIN funding, and assist with funding increase requests when required
Scrutinize subcontractor scopes of work, pricing, and cost proposals to ensure accuracy and value
Lead and manage subcontractors performing fueling system maintenance and repairs
Conduct weekly subcontractor coordination meetings (DPSHQC reviews)
Keep clients informed of high-priority, high-risk repairs, project status, and emerging issues
Mentor, train, and develop subordinate staff and project coordinators
Foster strong, professional client relationships to support repeat business
Assist with preparation of proposals, cost estimates, and scopes of work for new task orders or contracts
Maintain accurate Task Order records, service order documentation, and maintenance event logs
Adhere to and enforce Pond policies, procedures, and ethical standards

Required

Minimum 5 years of experience supporting wetted fueling systems, preferably within DoD or military environments
Demonstrated experience with fueling system piping, mechanical work, hydrant systems, tanks, coatings, inspections, repairs, and upgrades
Strong knowledge of construction practices and POL systems, including applicable UFGS, UFC, ASME, API, and related standards
Ability to read and interpret construction drawings, specifications, and technical documents
Proven experience managing subcontractors and coordinating field operations
Strong communication, interpersonal, and leadership skills
Proficiency in Microsoft Word, Excel, and Outlook
Ability to obtain and maintain a government security clearance and/or favorable background investigation

Preferred

Prior DoD or military fueling system experience
OSHA 30-hour certification
HAZWOPER training
Experience working on international or Pacific Rim projects
