Public Service Administrator
NEOGOV is seeking a dynamic leader for the Public Service Department. The Public Service Administrator will manage day-to-day functions, oversee facility maintenance, and coordinate various public works activities to ensure the smooth operation of city services.

Responsibilities
Leads Public Service Maintenance Supervisors, Maintenance Technicians, Administrative Assistant, Seasonal Workers, and other staff to accomplish the goals and objectives of the Public Service Department
Supervises, plans, schedules, and coordinates public roadway, utility, facility activities, which includes construction, repair, rehabilitation, replacement, maintenance, and upgrade of city assets
Performs periodic reviews and inspections of infrastructure and facilities within public rights-of-way and city buildings for safety, repairs, maintenance, and cleanliness
Manages the mobile work order system, and reports measured performance
Supervises the preparation and issuance of work orders for the maintenance and repair of city-owned infrastructure, rights-of-way, buildings, facilities, lands, etc
Supervises emergency public roadway and facility maintenance activities for weather-related events
Assists in preparation of administrative policies and procedures for snow and ice control
Evaluates and reports work assignment progress and makes necessary recommendations to director
Assists Public Service Director with preparation and monitoring of the Department’s annual operating and capital budgets
Manages the purchase and procurement of materials, supplies, parts, tools, and rental equipment
Prepares request for proposals, public bids, contract documents, specifications, legislation, and purchase orders for operating purchases and capital improvement projects
Administers major municipal programs and services such as fleet maintenance, snow and ice control, rights-of-way services, leaf collection, solid waste, recycling, and public facility operations, and maintenance
Administers, plans, schedules, organizes, and coordinates roadway and public facility activities, which includes construction, repair, rehabilitation, replacement, and maintenance programs
Administers activities involving the investigation and resolution of roadway, bridge, right-of-way, drainage, environmental, sewer, lift station, water, street, traffic signal, and street light problems
Oversees and supervises staff in the maintenance of streets, curbs, gutters, sewers, lift stations, fire hydrants, sidewalks, bike paths, trees as well as traffic and electrical systems
Reviews and inspects work in progress or at completion to ensure compliance with applicable Federal, State, County and other appropriate agencies laws and regulations, work methods and procedures, safety practices, quality, quantity, and timeliness standards
Reviews and approves payments for invoices involving work performed by contracted services
Investigates complaints and answers public inquiries regarding municipal programs and services
Administers emergency roadway maintenance activities for other weather-related events adversely affecting city roadway/bridge systems
Administers the preparation and issuance of work orders, permits, plans and drawings for the installation, maintenance, and repair of City-owned facilities and those within the public right-of-way along with the asset management system
Performs periodic reviews and inspections of facilities and the public rights-of-way for safety, repairs, maintenance, and cleanliness
Administers special projects and programs as may be necessary within the Department
Implements training programs and all city safety work rules and procedures
Performs Annual Employee Performance Appraisals and professional development plans
Conducts investigations, preliminary conferences, labor/management meetings, and grievances
Prepares correspondence and maintains files and records for the Department
Advises Public Service Director on municipal operations and public works-related matters
Performs other duties as assigned
Qualification
Required
Extensive knowledge of federal, state, and local laws and standards applicable to public works
Extensive knowledge of local government management concepts, principles, and practices
Extensive knowledge of team-oriented, collaborative, participatory leadership concepts, principles, practices, and methods
General knowledge of municipal operating and capital budgeting principles, practices, and methods
Skilled in the use of Microsoft Office Suite
Ability to utilize workorder and asset management system Unity Maintain within 90 days of start date
Regular and punctual attendance is regarded as an essential requirement of this classification
Be compliant with training directives established by supervisory and management personnel
Adherence to all applicable Federal and State safety laws, rules, and regulations and City safety policies and procedures
Ability to multi-task under deadlines, stressful conditions and/or periods of inclement weather
Ability to effectively communicate work methods and processes to others
Ability to establish and maintain effective working relationships with city employees, residents, the public, City Council, community partners, and other key stakeholders
Ability to use administrative judgment in planning, organizing, and establishing work priorities to implement city standards required by work assignments
Ability to lift and set-in place up to 25 pounds
Bachelor's Degree in Business Administration, Public Administration, or other related field and extensive professional experience in a relevant capacity (preferably at the local government level), preferred
Combined five years of supervisory and managerial experience in municipal operations and public works
Extensive construction field experience with knowledge of construction materials, equipment, etc
Excellent leadership, team building, project management, collaboration, and communication skills
Possession of a valid State of Ohio Motor Vehicle Driver's License and Class A Commercial Driver's License with an acceptable driving record

Benefits
Employees are eligible to enroll in health insurance, vision, and dental benefits. Benefits start the 1st day of the month following the employee's start date.
After one year of service, employees are eligible to receive $7,000 per year in tuition reimbursement.
The City pays 100% of the premium on a $100,000 life insurance policy for employees.
The City contributes 14% monthly toward retirement benefits offered through the Ohio Retirement System (OPERS) and the employee contributes 10%.
Employees accrue two weeks of vacation in their first year of employment. The City recognizes prior Ohio public service to establish vacation accruals.
1 Year - 3.1 hours per pay period (80 hours per year)
5 Years- 4.6 hours per pay period (120 hours per year)
10 Years- 6.2 hours per pay period (160 hours per year)
15 Years- 7.7 hours per pay period (200 hours per year)
Employees receive two personal days. These days are to be used within the calendar year.
There are 12 holidays recognized by the City.
Employees accrue 3.1 hours of sick leave per pay period for a total of 80 hours per year.
Employees are eligible to enroll in the employee Well membership program. This program allows employees to receive an individual Well membership if they meet the program's quarterly goal.
