Responsibilities

Lead end-to-end proposal development for public sector tenders and RFPs, managing timelines, resources, and budgets
Research client requirements, regulatory frameworks, and competitive landscapes to develop winning strategies
Coordinate cross-functional teams (technical, legal, finance, operations) to deliver compliant, compelling proposals
Manage proposal documentation, compliance matrices, and submission processes
Manage CRM system (Salesforce/similar) to ensure data accuracy and generate actionable pipeline insights
Lead sales forecasting and financial projection processes to guide business decisions
Develop and maintain sales dashboards and performance metrics
Provide operational support to sales teams across multiple regions
Identify and evaluate strategic partnerships, alliances, and alternative sales channels
Support contract negotiation and deal closure processes
Coordinate company participation in electoral conferences, trade shows, and industry events
Monitor public sector procurement trends and emerging opportunities

Required

Bachelor's degree in business administration, Engineering, or related field
10-15 years of proven experience in sales operations, business development, or bid management
7+ years managing complex bids and proposals in public sector/government contracting environments
Fluent English (written and spoken)
Expert-level analytical skills with ability to translate data into strategic insights
Proven track record leading cross-functional teams through complex, multi-stakeholder processes
Strong project management capabilities with attention to detail and compliance requirements

Preferred

Spanish, French, or Portuguese language proficiency
Government contracting and public tender expertise (international experience valued)
CRM platform proficiency (Salesforce, HubSpot, or similar)
BI tools experience (Tableau, Power BI)
PMP or similar project management certification
Experience with AI-powered proposal tools and automation
Understanding of election administration or regulated technology sectors
