This role plays a critical part in designing and enhancing a coordinated, person-centered referral system that improves how individuals and families navigate services across multiple organizations.

Responsibilities
Analyze and evaluate business systems, workflows, and user needs
Elicit, document, and analyze complex business and technical requirements
Serve as a liaison between business units, subject matter experts, and IT teams
Identify process gaps, risks, and opportunities for improvement
Lead business process mapping and reengineering initiatives
Develop solution options, including risk and cost/benefit analyses
Support the design and enhancement of an interoperable referral system
Conduct evaluation initiatives to assess system effectiveness
Provide recommendations to improve IT solutions and outcomes
Produce clear documentation such as business cases, planning documents, and functional requirements
Qualification
Required
8+ years of experience eliciting business and technical requirements
8+ years of experience communicating complex technical and design concepts
8+ years of strong written and verbal communication skills
8+ years of experience developing business cases and planning documentation
8+ years of experience gathering stakeholder input and driving initiatives to completion
8+ years of experience providing strong follow-through and customer service
Proven ability to work independently on complex, enterprise-level initiatives
Strong analytical and problem-solving skills
Preferred
Experience with government or public-sector regulations and processes
Experience analyzing raw data to support business decisions
Project management experience
PMP certification
