Reserve Manager

NEOGOV is seeking a Reserve Manager to serve as the principal staff member for the Trust Board of Ebey’s Landing National Historical Reserve, responsible for protecting and managing this culturally significant landscape. The role involves overseeing administrative functions, fostering partnerships, and providing technical assistance in historic preservation.

Responsibilities

Oversee administrative and financial functions of the Trust Board
Submit biweekly reports to the Trust Board on activities performed
Orient, inform and communicate needs, tasks, and opportunities to the Trust Board, and acknowledge, implement, and promote Trust Board decisions
Develop and provide orientation and training to Trust Board, staff, government officials and Partner staff on the Reserve mission, policies, community engagement, funding, visitor management, resource management, interpretation, historical preservation, and other issues related to operation of the Reserve
Secure and maintain office equipment and supplies necessary to carry out the mission
Prepare and implement the annual work plans (including day-to-day operations and special projects or events), the annual operating budget, and funding requests (i.e., Partner contribution, grants, etc.) to support the mission. Engage the Trust Board in strategic planning
As needed, provide visitor contact and support to members of the public at the Reserve office “Cottage”
When and if appropriate, hire, lead, and supervise staff to provide interpretation, education outreach activities and Design Review processes, and conduct annual performance reviews
Collect data and submit to the NPS for its annual National Park Service Wide Interpretive Report and “Volunteers in Parks” program report
Attend all Committee meetings scheduled by the Trust Board, and if requested by the Trust Board, participate in the implementation of the Committee’s recommendations
Prioritize and foster relationships with the four main Partners (Island County, Town of Coupeville, National Park Service, and Washington State Parks) and Facilitate regular Partner meetings
Promote the Reserve and its mission
Develop and manage good working relationships with other stakeholders within the Reserve
Maintain robust volunteer program in the Reserve, including recruitment, training, and selection of volunteers to carry out a variety of Reserve programs and functions
Provide technical assistance to landowners on historic preservation requirements and processes
Manage and administer conservation easement program in accordance with the Scenic Easement Administration Plan, including monitoring and recording in accordance with National Park Service Records Management requirements
Facilitate annual review of Ebey’s Forever grant submissions working with the Friends of Ebey’s for recommendation to the Trust Board for approval
Update and maintain the ELNHR Design Guidelines as required
Attend Island County and Town of Coupeville design review hearings for projects taking place in the Reserve

Required

Skilled in the principles and practices of budgeting, governmental and private grant management and compliance, and contract administration
Ability to manage funds efficiently and transparently
Ability to effectively communicate with diverse individuals and groups, both orally and in writing
Strong management background that includes supervision of employees, operations, and program activities
Background and some experience in historic structure preservation
Strong leader in developing and nurturing diverse and productive working relationships and partnerships
Proven track record in resource development and fundraising from diverse sources

Preferred

Advanced degree in a relevant field
Ability to meet the Secretary of the Interior's standards for historic preservation
At least one year experience in historic preservation
Experience coordinating staff and board training, assigning and reviewing work, motivation, and team building
