Responsibilities

Discusses tax bills and educates public of applicable laws and guidelines that pertain to their specific bill as per NC General Statutes via face to face contact, phone and email
Researches tax information for taxpayers
Reviews and processes documentation to ensure proper valuation, situs and calculation of applicable taxes on various tax systems
Processes discoveries, manual bills, county changes, and processes exceptions in various personal property work queues on various tax systems as they relate to registered motor vehicles and personal property (such as watercraft, mobile homes, campers, trailers, unregistered vehicles, etc.)
Process payments made with cash, check or credit card for property taxes, accounts receivable, business licenses and parking tickets. Daily balancing of batch with 100% accuracy, preparation of daily deposits and preparation of daily reports for the finance department
Reviews listing forms for changes January to June annually per NC General Statutes
Assists with answering questions regarding elderly/disabled, veterans and circuit breaker exemption requests. Assists with questions regarding participant qualification
Assist with data corrections when reports are run to correct situs and/or determine taxable county for the personal property
Review GIS Data viewer and canvass County for unlisted personal property
Performs related work as assigned

Required

High School Diploma or GED and one year of office support experience
High School Diploma or GED and one year of experience in personal property assessment
Must be able to obtain level one certification in Personal Property from the NC Department of Revenue within two years of employment
Considerable knowledge of office policies and procedures
Considerable knowledge of NC Machinery Act and the NC General Statutes that pertain to personal property listing and assessing attained by certifications through the NC Department of Revenue and the School of Government
Knowledge of office accounting practices and policies
Knowledge of School of Government annual tax calendar
Considerable skill in utilization of computer and software including specific knowledge of NCVTS (NC Vehicle Tax System), NCPTS (NC Property Tax System), STARS (NC State Registration System), Denali (Land Records System), Microsoft Office, Microsoft Word and Alvin (NC Wildlife Watercraft System) software programs
Ability to obtain historical information upon request using computer data, archived records and historical data
Ability to accurately calculate and enter data including building sketches on appraisal system
Ability to communicate courteously and effectively about tax records and property taxes
Working knowledge of GIS land record systems
Must be able to physically perform the basic life operational functions of climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, talking and hearing
Must be able to perform light work exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently, and/or negligible amount of force constantly to move objects
Must possess the visual acuity to prepare and analyze data and statistics, operate a computer terminal and use measuring devices
Driving is an essential requirement of this position whether driving a County owned or personal vehicle to conduct county business
