Parking Enforcement Leadworker*

NEOGOV is seeking a Parking Enforcement Leadworker for the City of Madison, WI. This role involves providing leadership and direction to Parking Enforcement Officers, overseeing parking enforcement operations, and contributing to policy development to enhance citywide service.

Responsibilities

Interpret and enforce all parking regulations throughout the City
Issue parking citations to vehicles and/or engage in related informational efforts to achieve compliance
Facilitate towing services and communicate/coordinate with property owner/operator liaison as required
Assist with investigations related to fraudulent use of disabled parking identification tags/permits; identify possible suspect/suspect vehicles
Respond to radio dispatch calls regarding parking violations and parking complaints
Assist with planning and enforcement of special events, snow emergencies, and alternate side parking
Assist the general public in locating stolen, towed, or lost vehicles
Respond to parking enforcement needs of construction/residents/commuters in order to maintain the safe flow of traffic and pedestrians
Work as a liaison with other agencies to resolve parking related issues
Respond to issues, concerns, and resident complaints related to Parking Enforcement
Provide public information/clarification regarding parking ordinances and polices of the City and Division
Assist with redeploying resources to increase effectiveness of operations
Resolve parking concerns/questions for Parking Enforcement staff
Participate in the coordination of regular beat and vacation picks for all Parking Enforcement Officers, including providing input on staffing levels, routes, and shifts
Assist with training of new hires
Assist with daily briefings for staff and prepare related documentation, including making schedule/assignment modifications required to respond to unanticipated absences
Assist with maintaining inventory of Parking Enforcement vehicles
Maintain City of Madison vehicles used for daily assignments (check oil, gas, etc.)
Report vehicle mechanical problems promptly to ensure safe operation of assigned vehicles
Assist with managing and maintaining information in the Parking Enforcement Management software, systems, and related equipment
Assist with managing and maintaining technological equipment (smartphones, computers, printers, radios, etc.)
Assist with administrative duties in the office (answering phones, letters, emails, etc.)
Assist with payroll for Parking Enforcement staff, including Telestaff entries and approvals
Assist with and support any Parking Division or Transportation Department initiatives
Perform other duties as assigned

Required

One (1) year of responsible parking enforcement experience comparable to that gained as a Parking Enforcement Officer with the City of Madison; AND
Six (6) months of experience applying leadership principles (e.g., directing or supervising the work of other staff and/or volunteers, or training, mentoring or coaching) or completion of the City of Madison's Leadership Development Program
Possession of a valid driver's license
Ability to work a flexible schedule including days, evening, and night shifts, as well as Special Events
Ability to work outdoors in all types of weather at various times of day and night while driving, walking, standing, and performing repetitive arm movements when marking vehicles
Ability to frequently get in and out of vehicles
Ability to walk extended distances, up to 10 miles on a given shift, in all types of weather, when enforcing parking
Ability to carry materials weighing up to 20 pounds and may have to bend, lift, reach, and pound signs as necessary
Ability to learn to operate a right hand drive vehicle
Ability to learn to use a two-way radio, computerized hand-held ticket-writer, and other related equipment

Preferred

Three (3) years of experience with the following: Enforcement of policies, procedures, and practices in accordance with municipal, state or federal laws and regulations
Computer software applicable to the duties of the position, such as Microsoft Outlook, Word, Excel, and SharePoint or similar email, word processing, spreadsheet, or document management applications
Familiarity with the geography of Madison, WI and/or principles of effectively and efficiently navigating mid-size and large cities, including the use of physical maps and GPS
Principles of customer contact and/or customer service
