5+ years expExpress Employment Professionals is seeking a Project Engineer for our client to provide technical oversight for dam safety and water retention infrastructure. This role supports safety inspections, regulatory compliance, risk mitigation, and coordination with engineering consultants and regulatory agencies, including PA DEP.

Responsibilities
Support and maintain the dam safety program, including engineering evaluations, EAPs, O&M plans, and SOPs
Provide technical guidance on dam safety studies, design, and capital investments
Ensure compliance with state and federal regulations and communicate risks to senior leadership
Support contract preparation and oversight for engineering and construction services
Coordinate with consultants, regulators, and internal teams
Represent the organization before regulatory agencies as needed
Qualification
Required
Bachelor's degree in Civil Engineering
5–10+ years of Project Engineering experience
PA Professional Engineer (PE) license or ability to obtain within 12 months
Strong knowledge of dam design, operations, and safety
Experience with regulatory compliance and contract administration
Excellent communication, problem-solving, and project management skills
