Responsibilities

Provide oversight and advocacy for Emergency Management capability requirements for two Marine Expeditionary Forces (MEFs), and Marine Corps Installations Pacific (MCIPAC) Installations supporting U.S. Marine Corps, U.S. Navy and U.S. Army functional component requirements during competition and contingency planning and operations
Serve as the MARFORPAC Staff SME for the oversight of the MARFORPAC Continuity of Operations (COOP) program
Serve as the MARFORPAC subject matter expert (SME) for the synchronization of USMC requirements and capabilities in support of both USARPAC Defense Support to Civil Authorities (DSCA) plans and exercises, and Hawaii Emergency Management Agency planning activities
Serve as the command System Administrator for the Mass Notification System used within the MARFORPAC Headquarters
Prepare and submit reports concerning the status of all assigned tasks outlining the overall progress and any issues related to outstanding tasks
Provide SME input for commanders planning activities via INDOPACOM, Service HQTRS, USARPAC, Host Nation, State, and Territory, meetings as assigned
Identify and manage emergency management concepts and functions; coordinate and integrate activities necessary to build, sustain, and improve the capability to prepare for, protect against, respond to, recover from, and mitigate against threatened or actual natural and man-made all-hazard incidents that threaten life, property, and operations
Serve as the Commander’s single SME for FMF and Supporting Element (SE) Emergency Management Operations. Ensure coordination, synchronization, and integration of individual protection-related programs in support of MARFORPAC Emergency Management requirements
Provide SME input on Emergency Management Operations Center (EOC) operations in accordance with Host Nation, State, and Territory emergency response organizations
Support combatant commander requirements and integrate EM capabilities per the U.S. Department of State, Host Nation, CCDR, Joint, and service guidance
Provide comprehensive exercise planning support to include development of Road to Crisis and Master Scenario Event List (MSEL) injects designed to test Emergency Management functions and program requirements
Develop and prioritize emergency management response capabilities requirements into COCOM Integrated Priority List (IPL) as well as Service funding venues. Monitor program funding and obligation during all stages of the funding process for all budget proposals that ensures budget requirements, comply with governance standards and relevant directives
Produce meeting minutes for meetings relevant to assigned duties and produce trip reports as required
Perform other related duties incidental to the work described

Required

High school diploma required, Bachelors or Masters preferred
Successful completion of all the following courses from the Federal Emergency Management Agency; Emergency Management Institute: IS-100.C: Introduction to the Incident Command System, IS-120.C: Introduction to Exercises, IS-200.C: Basic Incident Command System for Initial Response, IS-230.D: Fundamentals of Emergency Management, ICS-300: Intermediate Incident Command System for Expanding Incidents, ICS-400: Advanced Incident Command System for Command & General Staff, IS-700.B: Introduction to the Incident Management System, (NIMS), An Introduction, IS-800.D: National Response Framework, An Introduction, IS-2200: Basic Emergency Operations Center Functions
Current completion of at least one of the following: Certified Emergency Manager (CEM), offered by the International Association of Emergency Managers (IAEM), Associate Emergency Manager (AEM), also offered by the IAEM
Minimum of three years demonstrated knowledge of military doctrine, tactics, and command relationships at MAGTF or Joint/combined command level required
Possess a thorough knowledge of USMARFOR operations in relation to OPLANs/CONPLANS and exercise scenarios in the Pacific
Advanced proficiency with groupware applications (SharePoint, MS Teams) and the Microsoft Office suite (Word, Power Point, Excel, etc.)
Strong written and verbal communication skills
Required to sit for extended periods of time and maintain focus
Travel may be required
Qualification as an authorized company driver is required. All authorized company drivers must have a valid driver's license, current automobile insurance, and a driving record that is acceptable to the company's auto insurance provider
A TS/SCI clearance is required for this position
