Responsibilities

Coordinate with Program and/or the OMO Monitoring team in preparing scopes of work related to the inhouse and 311 complaints
Where applicable must review cost estimates for appropriateness against industry standards
Create Open Market Orders (OMO) for necessary repair work as directed by UPRM Field Operations Deputy Director and/or Director for the URPM's portfolio of buildings and/or lot (LAND)
Must identify all open complaint(s) in the OTM system to ensure to link the applicable to the newly created OMO to ensure the mailbox are maintain up to date
Effectively work with Division of Maintenance’s Procurement Unit to ensure open market orders are correctly entered into the OTM system including accuracy of job description, identified trades, budget codes, addresses, and contact information to ensure there aren’t any delays with the bidding & awarding process
Ensure emergencies and critical repairs are promptly processed and recorded for tracking and follow-up purposes including repairs for essential services (heat, plumbing), requests generated by 311, as required by executive URPM staff
Monitor daily the recent awarded OMOs to inform the applicable monitoring team
Identify and resolve workflow obstacles to ensure timely completion of jobs are posted in OTM on a timely matter
Track and enforce of documentation submissions from the contracted vendors including, but not limited to, final inspection reports, photos, affidavit, change orders, and site surveys
Responsible for generating and signing off on (fir) field inspection reports for supervisor approval where applicable
Investigating any assigned (EAD) engineering audit department, cost reductions, for corrections or verification
Responsible for recording, and recommending any cost reductions as needed, pertaining to job completion, or job performance
Compile and distribute monthly procurement reports; provide ad hoc updates upon request
Responsible for reporting and documenting any issues or concerns pertaining to contractor work performance
Other tasks as requested by supervisor

Required

A baccalaureate degree from an accredited college or university and two years of full-time, satisfactory professional experience in planning, analysis, coordination and/or development of housing projects or programs; or
Graduate study from an accredited college or university in the field of urban studies, city planning, real estate development, public administration, public policy, finance, community organization, architecture, or urban design, may be substituted for up to one year of the required experience on the basis of 30 credits for one year
All candidates must have at least a baccalaureate degree and one year of the experience described in '1' above
Minimum 3 years of property maintenance, building repairs, violation remediation, or similar on residential, commercial and/or vacant lot properties
Minimum of 3 years of vendor management, and job monitoring
Demonstrated ability to develop effective maintenance and repair job scopes
Demonstrated understanding of market pricing and ability to conduct market price research
Professional and effective interpersonal communication skills
Excellent time management skills and the ability to prioritize tasks in accordance with agency and divisional objectives
Must be computer literate including demonstrated advanced proficiency in MS Outlook, MS Word, MS Excel
Strong conflict resolution skills and ability to engage with diverse stakeholders
Familiarity with OTM/OMO system, a plus
