Jobs Plus Program Manager

Responsibilities
Develops, implements, and coordinates programs and activities designed to engage adults in workforce development activities consisting of employment-related services, financial incentives (Earned Income Disregard), leading to economic self-sufficiency
Work with local workforce board to access on-site administration of employment-related services consisting of but not limited to: career explorations/job readiness workshops, job search and placement, internships/apprenticeship, connection to literacy and job training, case management, and job placement/retention services
Monitor daily operations for hosting a one-stop career center to ensure all required components are available and operating during scheduled hours
Administer an employment incentive program (Earned Income Disregard) to ensure residents are fully aware of and accessing rent benefits
Maintain a robust engagement strategy that promotes leadership, participation, empowerment, and relationships among current/future residents at the targeted site
Integrate other agency-supported programs (Service Coordinators, Family Self-Sufficiency, Section 3, etc.) to maximize the use of resources allocated towards economic self-sufficiency
Conduct environmental scans and individual assessments to proactively identify needs, opportunities, and challenges that should be addressed
Closely monitors all reporting requirements to ensure timely submittal of program data and financial reports required to maintain compliance with grant goals and guidelines
Prepare marketing and outreach materials that inform and promote residents' participation in workforce development activities
Develop tools to assess and measure the effectiveness of programs and the need to amend or initiate new strategies
Maintain positive working relationships with formal and informal partners to ensure viable workforce development opportunities are offered and available for residents
Work in collaboration with on-site property management to ensure tenant and site needs are maintained
Administer service contracts and memorandum of understandings to ensure optimal delivery of services
Facilitate and attend coalition meetings with partners to ensure open and positive communication and attend departmental and agency meetings (local and out-of-town)
Prepare monthly reports with measurable objectives and status of goal achievements
Supervise Community Coaches, Career Coaches, Workforce Development contractors/partners, and volunteers (residents and non-residents) by conducting job training, assigning work tasks, monitoring activities, and evaluating performance
Prepare activity and event schedules to engage residents in workforce development activities
Perform other duties as assigned
Qualification
Required
Five (5) years direct experience supervising and delivering programs designed to provide workforce development, social development, or upward mobility opportunities for residents with an emphasis in delivery of service to low-income clients and the development of funding proposals for same, or a combination of education and experience
Bondable
Valid Texas driver's license
Eligibility for coverage under Houston Housing Authority fleet auto insurance
Preferred
Bachelor's degree in Social Sciences, Social Work, Public Administration, or related field preferred. In lieu of a bachelor's degree- an equal amount of relevant job-related experience in the fields of Social Science, Social Work, Public Administration or related field
