The Impact Evaluation Consultant will provide quantitative data analysis support for the Climate Resilient WASH impact evaluation, collaborating with a multidisciplinary team to ensure high-quality data collection and analysis.

Responsibilities

Survey Instrument Development and Programming
Collaborate with evaluation team to finalize survey instruments for pupils, teachers, school administrators, and parents following UNICEF evaluation quality assurance standards
Prepare the survey instruments for programming in Surveyor, implementing best practices for data quality, field implementation, and real-time monitoring. Ensure compliance of the survey to data quality structure while programming
Provide feedback on pre-testing of instruments in representative settings and incorporate stakeholder feedback into final versions
Develop enumerator training materials, field protocols, and quality assurance procedures
Develop enumerator training plan and monitor compliance of data collection firm in training the survey field team, in collaboration with UNICEF Uganda office
Develop, in collaboration with the data collection firm, real-time data quality assurance protocols including automated monitoring systems
Conduct systematic data quality checks throughout collection period and provide immediate feedback to field supervisors
Resolve data collection challenges and maintain evaluation protocol integrity
Monitor treatment assignment integrity and maintain randomization protocols throughout baseline data collection
Develop a cost tracking system to be implemented by implementation teams to support future cost-effectiveness analysis
Clean and prepare comprehensive baseline datasets following international best practices and UNICEF data standards
Conduct thorough baseline analysis including descriptive statistics and balance checks across treatment arms
Prepare well-documented, reproducible analysis code in Stata that follows version control best practices
Draft comprehensive baseline report following UNICEF evaluation standards (GEROS) and academic rigor, including technical annexes
Develop presentations and briefs for internal stakeholders, Steering committee, Evaluation Reference Group, and KOICA partners
Support dissemination activities and stakeholder engagement as required by evaluation protocol
Establish secure, UNICEF-compliant data storage and management systems with appropriate access controls
Create comprehensive study protocol documentation covering all aspects of evaluation implementation
Develop comprehensive dataset codebooks documenting all variables, value codes, data types, and construction formulas to ensure reproducibility
Prepare comprehensive knowledge management systems and handover documentation for subsequent evaluation phases including midline and endline implementation
Conduct capacity building sessions for UNICEF Uganda, government counterparts, and implementing partner staff in impact evaluation methods and data analysis
Participate actively in Evaluation Reference Group meetings providing technical input and validation of evaluation outputs
Coordinate effectively with KOICA evaluation focal points and provide technical input
Refinement of evaluation protocols and intervention planning based on baseline implementation experience and findings

Required

Advance University Degree (Masters) in economics, public health, public policy, political science, evaluation, development studies (quantitative focus)
Minimum 3 years of professional experience in quantitative data analysis, preferably in development contexts including experience with randomized controlled trials
Demonstrated experience with large-scale survey data collection, management, and supervision in low- and middle-income countries
Proven experience supporting impact evaluations including design, preparation, and study implementation
Solid technical expertise in statistical analysis and causal inference methods used for measuring program impacts
Basic ethics certificates to facilitate primary studies on Human Subjects (i.e. CITI certificates or similar)
Advanced proficiency in Stata statistical software for data analysis, programming, and automation
Experience with SurveyCTO, KoBo Toolbox, or similar Computer Assisted Personal Interview (CAPI) platforms
Proficiency in data visualization, dashboard creation, and real-time monitoring systems
Excellent written and verbal communication skills in English required

Preferred

Demonstrated knowledge of WASH or education programming is desirable but not essential
Research or technical work experience in Sub-Saharan Africa or similar developing country contexts preferred
