Client Program Analyst IV

Responsibilities

Establishes, defines and coordinates development of program plan requirements and performs in-depth studies to determine optimum program plans
Leads task/program execution, including detailed analyses and assessments of complex program data to support program execution within existing client procedures and government regulations
Interfaces with client's senior management, responding to requests for analytical support and recommendations based on subject matter expertise
Applies analysis tools and techniques such as modeling and simulation to define and resolve complex issues
Prepares special reports and financial studies for management and alerts them to significant variances to plan
Develops and conducts presentations on program execution, cost, and performance data for client and/ or Battelle senior management
May assist in developing Battelle program documentation including briefings, draft specifications, solicitations, Statements of Work (SOW), and other project execution documentation
Reviews and assess the work of other program analysts to ensure accuracy and compliance with government policies, regulation and procedures
Monitors task activities and financial data
Assists in the training and development of other Battelle and/or client staff
Provides technical inputs for proposals
Performs highly complex assignments by compiling and evaluating design and test data, preparing technical specifications, analyzing technical data to determine appropriate limits and variables for analysis of requirements and systems performance
Analyzes and interprets complex data. Takes a broad perspective to identify innovative solutions
Prepares and presents advanced technical reports and presentations to client, both formal and informal
Conducts and/or leads technical projects or major tasks of technical projects
Provides technical direction to and coordinates the efforts of engineers and technical support staff in the performance of assigned projects within time and budget constraints
Reviews projects progress and evaluates results
Recommends modifications and corrections in technical analyses and design to ensure project completion
Prepares technical sections of proposals. May manage proposals or major sections of large proposals
Builds relationships with internal and external clients. Prepares and presents final reports to clients and stakeholders. Communicates with client with regard to the schedule and quality of deliverables
Contributes to IR&D studies. Works on projects involving innovative methods or applications
Leads IR&D tasks
Supports business development efforts led by others and maintains business interactions with external clients
Contributes to marketing and project development by providing technical expertise and executing responsibilities in client relations
Investigates new project opportunities
May assist with the coordination of and participation in Battelle-sponsored conferences
Participates in scientific conferences, peer review panels, and increases company visibility through publications
Trains lower-level staff to improve technical development. Coordinates and provides day-to-day work direction to lower-level staff to support overall project goals

Required

Requires a bachelor's degree in Finance, Accounting, Business Administration or technical field; eight years of experience; or an equivalent combination of education and or experience in a related field
Requires experience in technical program planning and implementation, contract interpretation, budget development and administration of government programs – specifically for CBRN IS and other IEW products
Requires experience with government agencies likely to be supported
Must possess outstanding verbal and written communication skills
Must be able to maintain effective working relationships with a broad range of operational users, technical developers and government program managers
Must have a background which would not preclude the granting of a government issued security clearance
Requires extensive knowledge and experience with the Federal Acquisition Regulation (FAR)/Defense Federal Acquisition Regulation (DFAR), the DoD 5000 series and other applicable government regulations
Experience in acquisition management
Experience with agile software development programs
Ability to coordinate with Defense Information Systems Agency representatives to maintain cloud-hosting environments
Must have DoD Secret security clearance

Preferred

The individual shall have over 10 years of experience understanding acquisition management and at least 5 years in agile software development programs
They must understand and be able to manage cost, schedule, and performance for software programs in support of Information Systems and other Integrated Early Warning products
Expertise in financial planning, ability to develop plans of action and milestones for programs and be able to coordinate with Defense Information Systems Agency representatives to maintain cloud-hosting environments is desirable
