Financial Program Assistant
The State of South Dakota is seeking a Financial Program Assistant to maintain and monitor financial processes within established program guidelines. This role involves managing specialized tax processes, overseeing activities within the TREADS program, and performing daily financial tasks to ensure compliance and accuracy.

Responsibilities
Maintaining and monitoring financial processes within established program guidelines
Using independent judgment to interpret policies

Resolving issues within the framework of state regulations
Managing specialized tax processes related to alcohol licenses and renewals and washer/dryer taxes
Overseeing activities within the TREADS program
Performing daily financial tasks that ensure compliance and accuracy
Reviewing, reconciling, and validating complex financial and licensing documents
Preparing accurate, timely reports (status reports, reconciliations, dashboards) and maintaining complete, organized records
Interpreting guidelines and developing/improving procedures (SOPs, checklists, workflows) to increase efficiency and consistency across processes
Using financial and licensing systems, including TREADS, to input, update, query, and audit data; generating and verifying system reports
Leveraging Excel and reporting tools to analyze data, track metrics, and support decisions
Communicating clearly—verbally and in writing—with applicants, businesses, and internal teams to explain requirements, resolve issues, and document decisions
Prioritizing and managing multiple deadlines, handling cyclical work volumes (e.g., renewal periods), and maintaining accuracy under time constraints
Collaborating across teams (Licensing, Compliance, IT, Finance) to troubleshoot issues, streamline handoffs, and ensure end-to-end process integrity
Working independently within established guidelines, exercising sound judgment, and making decisions that resolve routine and atypical problems
Owning an entire process from intake through reconciliation and reporting—monitoring status, ensuring compliance, and escalating issues appropriately
Adapting to changing rules, systems, and workload; quickly learning program nuances and applying updates to procedures
Maintaining high attention to detail and data accuracy while managing confidential information with discretion
Explaining complex requirements to diverse audiences and providing helpful, service-oriented guidance to applicants and businesses
Identifying process improvements and contributing to continuous improvement initiatives (efficiency, data quality, customer experience)
Building effective working relationships and contributing to a positive, solutions-focused team environment
Meeting established performance standards, service levels, and reporting timelines consistently
Qualification
Required
strong analytical and organizational skills
ability to work independently and manage multiple priorities
excellent communication and customer service skills
proficiency with financial systems and Microsoft Office Suite
experience in accounting, finance, or tax administration
knowledge of state tax administration and licensing practices, including end-to-end processes for alcohol licenses/renewals and related compliance requirements
knowledge of financial reconciliation principles (e.g., matching transactions, clearing exceptions, audit trails), accounts receivable processes, and governmental internal controls
knowledge of applicable laws, rules, and guidelines that govern program operations and financial documentation; ability to interpret and apply agency procedures within established frameworks
knowledge of financial reporting standards and documentation best practices for internal/external stakeholders
knowledge of data integrity, records retention, and confidentiality requirements in a public-sector environment
knowledge of business systems used for tax administration
knowledge of customer service and stakeholder communication principles in a regulatory environment
knowledge of Microsoft Excel and Office tools used to analyze, track, and present financial data
