Clinical Administrative Manager

Responsibilities
Financial Management, Revenue Analysis & Revenue Enhancement of Department of Psychiatry and Behavioral Medicine Preparation of Departmental budgets, for both ECU and ECU Health, and prepare revenue forecasts for each funding source: Medical Faculty Practice Plan, State funds, Clinical Trials, Grants, Special Funds and the Medical Foundation
Develops the annual and continuing budget process, projecting expenditures and revenues for short and long-range forecasts
Prepares written and graphic material for presentation to School of Medicine and Finance Committee external funding in support of budget requests
Evaluates all department activities and analyzes financial trends to provide advice on prioritizing yearly budget initiatives in the department
Monitors the revenue and expense activity of each Physician, Nurse Practitioner, or other provider in the department, analyze changes in revenue by division, and forecast the revenue impact of any proposed policy and personnel changes
Monitors physician productivity and determines its impact on individual provider compensation
Prepares and/or oversees the preparation of business plans and other pro forma financial analyses for remediation of existing Center programs, proposals for new programs
Monitor projected vs. actual revenues and expenses within each of the categories noted above, analyze extensive data, develop proposals with several options for addressing budget issues, and recommend to the Department Administrator those changes necessary to sustain the financial viability of the section
Conduct feasibility studies and costs/benefit analyses of proposed new services, outreach activities, and/or equipment purchases
Develops the strategic planning of major facilities construction / renovation projects to ensure the safe and effective placement of imaging equipment and efficiency of operations
Oversee fiscal management of the center, including forecasting and monitoring of operating performance
Identifies and implements strategies to reduce costs and improve quality of service
Develop and implements revenue enhancement opportunities within the Department Psychiatry and Behavioral Medicine by partnering with internal and external customers to drive business and promote services offered within the department
Exhibits appropriate expense management through proper staffing levels and resource utilization
The manager sets priorities for the assignment of work to support staff, adjusting work balances as required to accommodate shifting levels of demand
The manager completes performance appraisals for support staff and assures compliance with personnel policies
Directs the operations of the Administrative Support Team to meet the needs of the Divisions that each Administrative Partner supports
Ensures each divisions administrative needs are being met and routinely monitors the need to shift resources from one division to another to ensure continuity of support
Accountable for ongoing training and development of technical and administrative staff
Arranging for and, in some cases, providing support staff training and development is the responsibility of the manager
Such training may include areas like personal computer use, effective communication, and execution of ECU policies and procedures
Generally, within the context of developing new services or providing services to external medical groups, affiliated institutions, the Administrative Manager will assist the Department Administrator and Chair with contract negotiations by providing pertinent financial cost benefit analysis for successful conclusion of an agreement
The manager will assist in the development of appropriate contract terms for third party payor contracts as they relate Psychiatry and Behavioral Medicine
The manager will also assist with prospective faculty member negotiations by providing options and information for consideration
Position monitors and tracks contract revenue
Position works closely with Contract office for billing and receipting revenue and navigating the approval process
Ensures contracts adhere to ECU’s mission and standards as well as increasing revenue production
Position provides a high level of independent and discretionary judgment for administrative matters
Anticipates and negotiates solutions for potential problems that could impact the administrator/college and the scope of internal and external responsibilities
Routinely coordinates and facilitates solutions with internal and external organizations and constituents
The manager engages in long- and short-range planning, with special emphasis on decision support analysis for new and continuation programs
The manager uses such management tools as forecasting, cost/benefit analysis, management literature review, and organizational benchmarking
Clearly and concisely conveys information verbally and in written form; effectively presents ideas to administration, chairs, personnel committee chairs, individuals or groups to ensure that they understand the information and message
Collects data and analyzes data for special projects assigned by administration
Position is involved in operational activities such as record management and budget data
This position must have a strong knowledge of and be able to utilize Banner Finance, ODS , ECU Faculty Manual, and EHRA Sharepoint Site
Qualification
Required
Graduation from an appropriately accredited four-year college with a degree in business administration, public administration, health care administration, or a related program and three years of clinical or administrative management experience; or an equivalent combination of training and experience is required
Applicants must be currently authorized to work in the United States on a full-time basis
