Region Project Management Specialist (IT Business Analyst – Journey)

WSDOT is seeking a journey-level professional to support the delivery and sustainability of Capital Systems through business analysis, project management, and IT system implementation. This role involves training and operational support related to Capital Systems tools and managing multiple business analysis efforts in support of WSDOT’s initiatives.

Responsibilities

Provide training to end users throughout the agency and to assigned support region on the various Capital Systems tools
Review and ensure enterprise consistency in training plans for training engineering and project office staff on the use of Capital Systems software tools in capturing project schedule cost contract and document management
Work with end users to address concerns and troubleshoot system issues
Ensure enterprise consistency when communicating with regional staff including all design, construction, program management and specialty groups
Support ongoing assessments of the enterprise-wide project management quality
Perform regression and smoke testing on existing business processes and reporting tools preceding and following system maintenance and upgrades; test solutions and services and assure business goals/requirements are met
Document existing and needed requirements for Capital Systems enhancement projects
Develop and review design documentation and test plans for new business processes and reporting tools
Configure Capital Systems Tools using design documentation
Assist with the development of communication and release management plans

Required

Project Management Systems Administration & Configuration: Demonstrated ability to administer and configure enterprise project management systems such as Oracle Primavera P6, Primavera Unifier, Analytics Publisher, or comparable tools, including developing and maintaining business processes, workflows, and reports to support organizational needs
Training Development & Operational Support: Proven ability to design, develop, and deliver effective training curricula and facilitate training sessions for diverse end users across an organization, ensuring comprehension, adoption, and effective use of systems and tools
Systems Testing & Quality Assurance: Demonstrated ability to plan and execute functional and non-functional system testing, both planned and ad hoc, to identify design flaws, validate system behavior, and ensure requirements and performance expectations are met
Requirements Elicitation & Documentation: Ability to effectively elicit, analyze, document, and refine business and system requirements through collaboration with diverse stakeholders, ensuring clarity, accuracy, and alignment with business needs

Service-Oriented: Takes action to meet the needs of others
A valid driver's license and the ability to operate state-owned vehicles

Preferred

Project Management Controls & Reporting Systems Expertise: Demonstrated proficiency using enterprise project management controls and reporting software such as Primavera Unifier, Primavera P6, Oracle Analytics Publisher, Microsoft Project, or other similar tools to support planning, tracking, analysis, and decision-making for complex programs or projects typically demonstrated through extensive experience and/or formal education
Engineering Business Process Knowledge: Expert-level knowledge of state agency engineering business processes related to program management, design, and construction, including the ability to analyze, document, and implement new or updated engineering business requirements within Capital Systems tools
Project Management Best Practices & Methodologies: Advanced knowledge of project management tools, techniques, and industry best practices to support project planning, control, and reporting
Professional Business Analysis Practice: Demonstrated mastery of professional business analysis principles and practices consistent with recognized industry standards, including structured requirements analysis, stakeholder engagement, and solution evaluation
