3+ years expBerryDunn is seeking a Systems Design Subject Matter Expert (SME) with strong Product Owner and Senior Business Analyst experience to join our Medicaid Practice Group. This role will support client work for a State Health and Human Services agency by delivering business process redesign, release management, and system implementation support.

Responsibilities
Define and document detailed business requirements for system enhancements and new initiatives
Drive product vision, roadmap, and prioritization aligned with business objectives
Support the coordination of release planning, execution, and communication across stakeholders
Support User Acceptance Testing (UAT) planning, execution, and issue resolution
Perform data analysis to support decision-making and ensure data integrity
Apply expertise in eligibility systems to optimize processes and ensure compliance
Engage with cross-functional teams and stakeholders to align requirements and deliverables
Update project documentation consistently and convey updates to senior management
Develop positive relationships with team members and clients
Participate in staff/team meetings and trainings
Conduct frequent, clear, and consistent communication with clients, team members, vendors, and direct reports
Initiate and maintain collaboration across workstreams and initiatives
Qualification
Required
Proven experience supporting Product Owner responsibilities and direct experience as a Senior Business Analyst in complex enterprise environments
Experience with projects focused on eligibility, systems development and implementations, Health and Human Services (Medicaid, SNAP, TANF, Child Welfare, Child Support, etc.), and/or Medicaid program operations and/or policy
Experience managing contract/vendor change management for a State Government system implementation
Three years of experience working with State Medicaid agencies
Strong understanding of business requirement definition, release management, and UAT processes
Expertise in data analysis and eligibility systems
Strong communication skills and attention to detail
Demonstrated ability to excel in a team setting
Strong experience with Microsoft Excel, Word, and PowerPoint
Preferred
Bachelor's Degree (BA/BS) - may substitute four years of applicable experience for a degree
CSPO (Certified Scrum Product Owner) certification
TOGAF certification or equivalent experience in enterprise architecture
Prior consulting experience, experience working in/with the public sector, relevant independent consulting experience, or prior employment with a software vendor
