Claims Services Manager

Responsibilities

Development of accident and claims handling procedures to support notice provisions, allegations, claims, and/or damages, filed across the organization, to include adjusting of both fully insured and self-insured loss programs, with the ability to utilize appropriate methods for mitigating such matters
Implement appropriate policies, and procedures for various risk exposures associated with workers’ compensation, general liability, employment, environmental, property, auto, fiduciary, sureties, and other third-party liabilities
Partners with carriers and third-party claims administrators in the oversight of case management, subrogation, reserving liabilities, audit, and compliance reporting
Administer federal grant program submission in the pursuit of FEMA Disaster reimbursements, to include grant writing, property assessment, loss validation, and associated procurement/payment document management requirements to support eligible funding obligations
Act as departmental liaison for employees and supervisors to carrier and pertinent third-party administrators, in the handling and oversight of investigations, evaluation, and settlement of liability claims; coordinate the gathering of information related to discovery for litigated claims
Responds to claim inquiries, open record requests, and litigation discoveries from claimants, attorneys, medical practitioners, and insurance companies
Identifying and characterizing potential risks, assessing vulnerability of critical assets to specific risks, loss prevention of such risks, and coordination of premium adjustments
In administration of self-insurance programs, Responsibilities will involve development of Claims Reserves, actuarial reviews, property valuation
Administer subrogation program, for the purpose of recovery and settlement monies on behalf of Port Houston
Review and recommend requirements for RFPs, RFQs, contracts, leases, and related documents to ensure Port Houston’s risk exposures are acceptable, mitigated, or transferred, as established by risk management review; review certificates of insurance or other documents to verify compliance requirements of vendors/third party contractors
Assist with the department risk management budget to ensure accuracy and allocation of expenditures, in areas of responsibility
Assist with financial and loss data summary for annual insurance marketplace renewals of the Port’s property and casualty programs
Ability to respond to catastrophic and/or high severity losses and coordinate pre/post-event planning meetings for significant adverse events (e.g., hurricane) with facilitation of Port Houston written disaster preparedness plans
Coordinate with claims and safety activities for a well-rounded and collaborative enterprise risk program
Assist with preparation of annual risk management report, actuarial studies, and development of presentations and training
Participate in and train Port Houston staff on risk programs, as related to claims and incident reporting procedures
Administer statutory Transportation Code requirements as related to driver motor vehicle (DMV) records checks, in accordance with State of Texas Department of Public Safety driver monitoring services
Administrate procedural reporting process for post-accident drug testing, to include vendor management, MRO coordination, random testing review, and corrective action(s) for involved employees
Remain abreast of current risk management developments or advances; maintain appropriate professional certifications and licenses

Required

Bachelor's degree in Business, General Administration, Healthcare, Legal, Occupational Health & Safety, or related analytical field from an accredited public or private institution preferred, and/or equivalent experience may be substituted for educational requirements
6+ years of related claims, loss prevention, or litigation management experience required
Texas All Lines Adjuster license required
Knowledge of federal, state, and local laws, rules and regulations governing liability of a Texas governmental entity, e.g., Texas Tort Law, workers' compensation, FEMA, FLSA, FMLA, Title VII, ADA, and other employment protections
Knowledge of various types of sureties, bonds, and property & casualty insurances
Knowledge of Alcohol and Drug testing and reasonable suspicion standards
Knowledge of fundamental principles related to claims, dispute and litigation processes, including discovery, motion practice, alternative dispute resolution with arbitration and mediation
Knowledge of statistical methods and actuarial analysis reports
Knowledge of Microsoft Office suite programs
Excellent written, verbal, and interpersonal communication skills
Ability to work independently and effectively with minimal supervision
Ability to exercise discretion when dealing with confidential matters
A current, valid Texas driver's license is required
A Transportation Worker Identification Credential (TWIC) must be obtained within 30 days of appointment, and be maintained for the duration of employment

Preferred

Bachelor's degree in Business, General Administration, Healthcare, Legal, Occupational Health & Safety, or related analytical field from an accredited public or private institution preferred, and/or equivalent experience may be substituted for educational requirements
Contractual management and/or employment & labor relations experience preferred
Associate in Claims (AIC), Risk Management (ARM) and/or Certified Property Casualty Underwriter (CPCU) is preferred
