Responsibilities
Coordinates analysis of data collected from across all departments to reveal ways to improve a business entity for data driven business decisions; analyzes business procedures and makes improvement recommendations while reviewing and validating system functionality
Collects compiles and analyzes data from various databases and performs statistical analysis; coordinates the evaluation of user accounts for a variety of data and database systems, develops related reports, and provides user training and support
Performs research and compiles data from various databases and sources; interfaces with stakeholders across multiple functional disciplines to understand business processes, define system requirements, identify data sources, and work with a technology team to complete the development life cycle
Designs and prepares standard and ad hoc reports and summaries for statistical analysis and planning purposes
Develops predictive models using machine learning, natural language, and statistical analysis methods such as classification, time-series analysis, regression, statistical inference, and validation tools; performs exploratory data analyses, generates and tests working hypotheses, prepares and analyzes historical data, and identifies patterns; develops tools and dashboards to monitor and analyze performance, accuracy, and reset goals; plans and builds efficient scalable models that get automated for large scale data analyses, development, validation, and implementation
Analyzes client requests and provides guidance and technical assistance in obtaining accurate information from the City’s core data source; meets, engages, and collaborates with departments to discuss expectations, initiate the writing of the business requirements documents, and participates in follow up meetings; discusses options and expected outcomes based on data available
Develops, coordinates, and conducts workshops and seminars on data analysis, data interpretation, and related topics
Documents procedures for future reference and may make recommendations for data analysis process improvements
Provides technical help with data analytics, visualization, and overall data analysis concept to personnel and department management requesting help within the data management area; answers questions and participates in technical forums that require technical expertise for designing future projects or for problem solving
Performs statistical programming utilizing a variety of statistical software packages to summarize data and create reports and/or visual representations
Performs any and all other work as needed or assigned
Qualification
Required
5 years of experience performing financial or data analysis
Bachelor's Degree in Data Analytics, Business Intelligence, Finance, Accounting, Math, Statistics, Financial Analysis or other related field
Thorough business orientation and strong analytic ability to derive and translate data designs from business concepts
Knowledge of public administration and related data management
Through knowledge in developing, promoting and rolling out new data functions
Knowledge of the concepts of Data Science and Big Data Analytics, including a good proficiency of computer programming, database querying, statistical modeling, dashboarding, and visualization of data
Knowledge and/or training in Data Analysis, Data Modeling, Dimensional Modeling and Data Warehouse concepts
Knowledge of GIS and other spatial analysis tools
Knowledge of data modeling tools
Ability to manage projects and determine success
Ability to successfully work on multiple projects simultaneously, in a fast-paced environment
Ability to thrive when given broad objectives with minimal supervision, enjoy a fast paced 'startup' like environment
Ability to write technical language
Communicating effectively verbally and in writing
Establishing and maintaining effective working relationships
