TECHNOLOGY PLANNING ANALYST

Responsibilities
Chief of Technology Operations, Responsible for planning, organizing, implementing and overseeing the daily activities of J3 Technology Operations. Serves as special operations technology requirements subject matter expert (SME) and technical advisor to the Director of Operations and to Commander, SOCCENT, a sub-unified command under USSOCOM and reporting to United States Central Command
Conducts a variety of TILO activities in support of the Commander's technology goals. These include attending a complete range of activities designed to inform industry of SOCCENT needs, such as sponsored events, demonstrations, briefings, meetings, and conferences
Requirements Action Officer. Technology requirements manager for SOCCENT units to create economies of scale and prevent inefficient use of resources. Serves as an advisor to the Commander for Combat Mission Needs Statement (CMNS), Operational Needs Statement (ONS), Joint Urgent Operational Needs Statement (JUONS), and Joint Emergent Operational Needs (JEON)
Serves as SOCCENT Technology Requirements Planning SME. Participates as technology and requirements SME on planning teams that directly impact SOF forces and SOF operations

Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems
In-depth knowledge of Special Operations Acquisition strategy and process and detailed knowledge of structural gaps (time and financial) between mission requirements and acquisition capacity to react
Ability to utilize keen interpersonal skills in presenting disputed recommendations, negotiating solutions, effectively communicate with senior level leadership within and outside the DoD, and represent SOCCENT at meetings, conferences, and symposia
Understanding of, and ability to respond to, the particular concerns and issues pertaining to the peculiar technology needs of the SOCCENT Commander
Ability to develop and implement a body of rules, regulations, policies, and procedures in professional practice to direct the application of appropriate technologies useful to SOCCENT
Knowledge and skill in ASO technology operations and activities to include technical operations tactics, techniques and procedures, and the specialized equipment employed in such operations
Knowledge and skill in coordinating RDT&E vendor based technical resources with interagency validation procedures for employment of new technologies
Knowledge of Special Operations procedures, policies and concepts in both combat and non-combat environments, sufficient to oversee the planning and conduct of technology operations, and contribute to budget planning
Knowledge of and ability to apply organizational and management skills capable of performing technology project management, multi-task with employees in the accomplishment of mission critical tasks, and employ oral and written communication skills within the multi-media environment
Ability to communicate effectively both orally and in writing, negotiate complex issues, maintain good working relationships, and provide technical briefings to personnel at all levels of internal/external hierarchy
Skill and ability to conduct research and analysis, to resolve complex problems, lead or participate in a process team, and instruct subordinate elements on capabilities, new technology and tactics, techniques, and procedures
Position requires the ability to obtain Defense Acquisition University (DAU) Requirement Management Training level C, SOCOM Planning, Programming, Budgeting & Execution System training
The position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program
Must obtain and maintain TOP SECRET/Sensitive Compartmented Information (TS/SCI) based upon a Single Scope Background Investigation
Position has recurring access to classified/sensitive information
May require a Counter Intelligence (CI) polygraph
Position has requirement for Global Controlled Operations Management System (GCOMS) access
This is an EMERGENCY-ESSENTIAL (EE) position. The incumbent of this position must meet all requirements of E-E positions and may be required as a condition of employment to take a series of vaccinations and annual boosters to immunize against anthrax and other diseases
In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the E-E duties until relieved by proper authority
The incumbent or designated alternate, may be required to take part in the readiness exercises
This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively
This meets the criteria of an E-E position and requires incumbent, or designated alternate, to be removed from any military recall status
While deployed to an overseas location, the E-E duties required the incumbent to be issued and carry a firearm; operate a government vehicle during specific authorized situations, and to wear a gas mask and chemical protection gear
Incumbent must obtain and maintain firearms qualification
Incumbent is required to wear the approved Department of Defense (DOD) civilian uniform while deployed
Some of CENTCOM's AOR has been considered 'War Zone' hazardous duty
Preferred
At least seven (7) years of Special Operations experience at all echelons as required, (at least 5 years of experience in the employment of technology in support of Special Operations Forces or interagency elements conducting technical operations) is desired
At least 5 years of TSOC experience preferred, but demonstrated history in mission support (deployed) of TSOC technology implementation is acceptable
