Responsibilities

Provide engineering analysis to support wholesale power agreement negotiations
Participate in and develop the long-range plan (LRP) and construction work plan (CWP)
Perform tasks necessary to ensure DEMCO compliance with NERC/SERC operating policies and reporting responsibilities
Develop rates in concert with the other staff departments
Assist with review and certification of the power bill
Analyze system data to ensure that cooperative objectives are achieved
Prepare, analyze and track departmental budgets
Inspect construction and certify 219 forms
Stay current on the NEC and NESC and change company policies and requirements to remain in compliance
Provide adequate training of department personnel to ensure safe department operations, and personal development
Review and approve procurement requests
Complete and file the US Department of Energy Annual Electric Power Industry Report
Direct the activities and projects of supervised department personnel
Direct and interface with outside consultants
Perform engineering tasks such as underground and overhead distribution line design and cost estimates
Prepare required documentation to RUS for work plans and/or amendments
Provide assistance and council to other departments concerning engineering matters
Maintain standards for and ensure adequacy of equipment and material
Meet with or otherwise communicate with members, developers, the general public, public officials and other entities as necessary to provide for the members, cooperative, and public needs
Ensure that contribution in aid of construction is in line with policy and invoiced properly
Perform periodic site inspections and construction quality control inspections to ensure specifications, policies and procedures are met
Conduct regular review of staking sheets and red lines to ensure accuracy
Prepare construction contracts and other documents necessary for bidding jobs

Required

Bachelor's degree in electrical engineering required
Minimum ten years of progressive managerial experience in engineering, preferably in the electric utility industry
Minimum five years of progressive experience with NERC/FERC compliance and the development of work plans, long-range plans, and construction work plans
Minimum five years of progressive experience in management and supervision
Professional Engineering license highly preferred
Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources
Knowledge of the necessary electrical tests to be performed on electrical apparatus due to failure or routine maintenance and using those results to determine future action
Knowledge of materials, methods, and the tools involved in the construction or repair of houses, buildings, or other structures such as highways and roads
Knowledge of administrative and clerical procedures and systems such as word processing, managing files and records, designing forms, and other office procedures and terminology
Knowledge of the construction and operation of communication networks
Knowledge of circuit boards, processors, chips, electronic equipment, and computer hardware and software, including applications and programming
Knowledge of databases, their organization and design, and how to manipulate and query tables of data
Knowledge of design techniques, tools, and principals involved in production of precision technical plans, blueprints, drawings, and models
Knowledge of the construction, operation, and maintenance of distribution and transmission lines and substations
Understanding of basic electrical concepts such as voltage, amperage, resistance, Ohm's law, wattage, circuit theory and others
Knowledge of the practical application of engineering science and technology. This includes applying principles, techniques, procedures, and equipment to the design and production of various goods and services
Knowledge of principles and methods for describing the features of land, sea, and air masses, including their physical characteristics, locations, interrelationships, and distribution of plant, animal, and human life
Knowledge of linework process and procedures, line equipment and the electric system including line trucks, line materials, safety equipment, and service territory
Knowledge of arithmetic, algebra, geometry, calculus, statistics, and their applications
Knowledge and prediction of physical principles, laws, their interrelationships, and applications to understanding fluid, material, and atmospheric dynamics, and mechanical, electrical, atomic and sub-atomic structures and processes
Knowledge of power system calculations including voltage, current, impedance, power, transformation ratios and three phase voltage and current resultants
Knowledge and understanding of interrelationship of power system components such as generators, switchyards, substations, transmission and distribution power lines
Knowledge of relevant equipment, policies, procedures, and strategies to promote effective local, state, or national security operations for the protection of people, data, property, and institutions
Knowledge of purchasing, accounting, and inventory control including planning material requirements, preparation of quotation requests, evaluation of quotations, and researching source/problems of supply and product lines
Knowledge of RUS line specifications, National Electric Code, National Electric Safety Code, OSHA Rules and Regulations, EPA, and ALEC Safety Manual
Knowledge of spreadsheets and how to use them to calculate, manipulate, and present data and format them for formal presentations
