The New York State Workers' Compensation Board is seeking a Financial Analyst 3 to supervise staff within the Office of Self-Insurance Financial Unit and provide guidance on complex financial issues. The role involves monitoring the financial status of self-insured entities, overseeing contracts related to actuarial services, and collaborating with other units to ensure efficiency.

Responsibilities

Supervise staff within the Office of Self-Insurance Financial Unit, perform all supervisory responsibilities and ensure appropriate training and development of all staff
Provide guidance on complex financial issues, including financial review of all self-insured entities and review of actuarial reports used to determine security deposits for self-insured groups, and employers
Work with active and inactive Group Trusts to ensure continued coverage of all liability and where appropriate assist Groups in execution of Assumption of Liability Policies (ALPs), approve Liquidation Plans and ensure all other requirements for wind-down are met
Monitor financial status of all self-insured entities including review of monthly cash flow reports, desk audits, bank statements, credit ratings and other financial information as appropriate
Determine projected annual need for defaulted self-insured employer claims for inclusion in the 50-5 self-insurance assessment
Oversee administration of the Board's contracts related to actuarial services and forensic accounting, and any other services that may become necessary to procure
Work collaboratively with the Self-Insurance Program Unit to ensure efficiency and cross-training
Correspond with external stakeholders and internal Units at the Board
Assist with other tasks and special projects as assigned

Required

Candidates must have one year permanent or 55 b/c service in a title designated as appropriate for transfer in accordance with 52.6 of the Civil Service Law
If the number of eligible interested candidates is three or less, the agency, at its discretion, may nominate a candidate for a non-competitive promotion under the provisions of Section 52.7 of the Civil Service Law
In order to be eligible for an NCP, candidates must be a qualified employee of the Workers' Compensation Board (WCB) and have had one year of permanent competitive or 55-b/55-c service as a Financial Analyst 2 (WC)
