Responsibilities
Performs field utility inspections of all county water/sewer capital improvement projects, utility relocations related to transportation projects, and all water and sewer site development-driven projects
Conducts daily, preliminary, and final inspections on all water and sewer projects maintained by York County. Requires driving ability
Interprets, explains, and enforces compliance with applicable local and state codes, ordinances, regulations, standards, policies, and procedures. Interprets approved construction contracts, and specifications; notifies proper person(s) of violations and of necessary corrective measures. Recommends solutions to problems and provides necessary follow-up to verify compliance; issues stop work orders for non-compliance as required
Inspects work zones to ensure compliance with applicable safety regulations and protocols
Performs general administrative and clerical work as required, including conducting and attending meetings, preparing reports and correspondence, reviewing mail and literature, entering and retrieving computer data, sending and receiving faxes, copying and filing documents, and answering the telephone
Assists Public Work’s Water and Sewer Department staff with water and sewer line locations and maintenance inspections. Assists all other departments as needed
Prepares and maintains records of construction, inspection, and testing activities and conclusions, including photo documentation
Receives and responds to inquiries, concerns, complaints, and requests for assistance regarding areas of responsibility as related to water and sewer
Inspects and enforces the county’s cross-connection program to ensure compliance with all local and state regulations
Conducts quantity take-offs and estimates; obtains final measurements of in-place quantities for verification of requests for payment
Performs related work as assigned
Qualification
Required
High School Graduation or GED equivalent
Four (4) years of experience in utilities, water, sewer installations, public works or related field or an equivalent combination of education, training and experience
Valid state driver's license is required
Must possess South Carolina Water Distribution Operator License Level D
