City of Whittier is seeking a Gas Control System Specialist to operate and maintain the gas control system at the City landfill. The role involves monitoring groundwater and leachate containment systems, performing emergency responses, and maintaining effective operations of the gas control system.

Responsibilities

Takes samples at landfill gas and ground water monitoring wells; conducts field tests on gas composition; analyzes data and creates reports; inspects the landfill for gas migration emissions and takes corrective action; ensures that the system is operating effectively
Performs routine maintenance and minor repairs to the system and equipment; coordinates the repair or installation of system equipment and inspects work completed; uses, maintains, and repairs testing equipment such as air samplers
Prepares records and reports regarding gas and ground water data and gas control system operations. Provides liaison to representatives from agencies regulating the operation of the gas control system as necessary
Responds to emergency situations regarding the gas control system. Participates in the training of others in gas control system sampling, monitoring, maintenance, and repair. Establishes positive working relationships with representatives of community organizations, State/local agencies, City management and staff, and the public
May alter work methods to improve effectiveness and efficiency with supervisor's approval; estimates costs of repairs and makes recommendations regarding equipment replacement
Recommends operational and maintenance supply replacement
Answers emergency calls from the public and other agencies, taking appropriate action. May be exposed to confidential and privileged information during the course of duties, which should be maintained as such. Performs other related duties as required

Required

Any combination of education and experience that has provided the knowledge, skills, and abilities necessary for a Gas Control System Specialist
Possess the equivalent of two years of journey-level experience in landfill gas recovery and/or landfill operations, and electrical or mechanical equipment maintenance and repair
A high school diploma or equivalent
Possession of, or ability to obtain, a valid Class C California driver's license
Knowledge of tools and methods necessary in the maintenance and repair of piping, electrical or mechanical equipment
Knowledge of applicable Federal, State, and local laws, codes, and ordinances, including the Clean Water Act, AQMD 1150.1, and State Mandates-Sub Title D, Title 27 CFR, and RCRA 1976
Knowledge of safe work practices and procedures
Knowledge of methods and techniques of scheduling work assignments
Knowledge of methods and techniques for record keeping and report preparation
Knowledge of proper English, spelling, and grammar
Knowledge of occupational hazards and standard safety practices
Ability to perform gas control system monitoring and sampling tasks
Ability to observe and evaluate system operations
Ability to interpret and apply environmental regulations
Ability to read charts, blueprints, and specifications
Ability to recognize the maintenance and repair requirements characteristic of gas control systems
Ability to prepare and maintain records and reports
Ability to perform basic mathematical calculations
Ability to interpret and apply applicable laws, codes, and regulations
Ability to read, interpret, and record data accurately
Ability to organize, prioritize, and follow up on work assignments

Retirement - Employees hired prior to 1/1/13 and those individuals identified as Classic Members under Public Employment Retirement Law (PERL) will be enrolled in the City's 2.5% @ 55 for Miscellaneous Members and may have a future CalPERS contribution as established by resolutions, labor agreements or Public Employee Retirement Law.
