Responsibilities

Oversees all of the responsibility for the Regulatory & Compliance Section, to include but not limited to, underground storage tank permitting and compliance activities, database management, delivery prohibition implementation, fee collection coordination and interim invoicing, ownership transfer and disputes, financial responsibility, QA/QC oversight of abandonment activities, geotechnical reviews, SUPERB eligibility determinations, and operator training. Prepare workplans and periodic reports for the section. Maintain effective and well working relationships with all program elements, the bureau and EA. Work towards achieving program, bureau and agency goals
Ensure the section participates in the Division's outreach efforts to disseminate UST statutory and regulatory information and requirements to the regulated community and general public. Provide tam support in the publication and distribution of the Program's biannual newsletter. Manage activities for financial responsibility as per the SOPs
Manage responsibilities, to include but not limited to, release investigations, ownership and responsible party determinations. work with staff, management and legal to make consistent decisions that are technically and legally defensible
Completes EPMS plans and reviews; provide individual training, coaching and counseling; delegate work assignment; monitor progress and productivity of staff. Conduct individual meetings and periodic section meetings with staff. Addresses personnel matters associated with section staff in accordance with agency policies
Perform other duties as requested to include, but not limited to, attending meetings, conducting presentations, serve on committees, and assist Director and upper management as needed. Provide assistance with preparation of regulatory, grant and management reports. Assist with Freedom of Information and other requests for information

Required

A bachelor's degree in the natural or physical sciences, public health or related technical field and 6 years of environmental experience
A master's degree in the natural or physical sciences, public health or related technical field and 5 years of environmental experience
Must have valid state driver's license, and ability to operate personal and state-owned vehicles
Must have strong knowledge of Federal and State environmental laws and regulations as they pertain to underground storage tanks, petroleum, and contaminated media
Ability to interpret complex data
Ability to communicate effectively orally and in writing
Ability to establish and maintain effective working relationships with staff and general public
Ability to plan and direct work assignments of professional and technical work
Thorough knowledge of the principles of hydrology and geology
Must have the ability to exercise discretion and sound judgment in decision making and possess effective organizational ability in carrying out assigned responsibilities

Geologist in Training (GIT) License
Professional Geologists (PG) License
Engineer in Training (EIT) License
Professional Engineer (PE) License
