Orbis is seeking an Executive Vice President (EVP) of People Operations, who will be responsible for designing and executing enterprise-wide people, talent, and security programs. Responsibilities

Build and evolve a comprehensive People Operations strategy aligned to corporate objectives, customer requirements, and workforce planning
Design and launch enterprise-wide policies, governance frameworks, security protocols, and compliance initiatives that strengthen organizational maturity and risk posture
Develop scalable Total Rewards programs (including compensation, benefits, incentives, and recognition) that ensure market competitiveness, internal equity, and alignment with performance and retention goals
Architect performance management, and succession planning frameworks that build bench strength and future-ready talent
Establish KPIs and performance metrics across HR, Talent Acquisition, and Security functions to measure impact, drive accountability, and support data-driven decision making
Partner with the C-suite to execute high-impact strategies focused on operational excellence and workforce optimization across domestic and international teams
Lead enterprise employee relations strategy, resolving complex and high-risk workplace issues with consistency, fairness, and compliance with employment laws
Execute Total Rewards programs that directly support business performance, retention, and talent attraction in competitive labor markets
Drive seamless M&A integration for domestic and international acquisitions, aligning people systems, policies, and security processes to ensure continuity and scalability
Hold internal leaders and customers accountable to People Operations standards, contractual requirements, and compliance obligations
Advance organizational culture through employee engagement and performance excellence programs
Serve as a strategic advisor to business leaders on workforce strategy, talent risks, organizational design, and change management
Build strong partnerships with internal customers, ensuring People Operations practices meet contractual, regulatory, and ethical expectations
Champion cross-functional collaboration to streamline workflows and improve employee experience
Lead proactive risk management and compliance efforts across federal, state, and local regulations, including employment law and security-related requirements
Oversee security compliance (including personnel security, clearances, and regulatory adherence) in coordination with government and external stakeholders
Ensure consistent policy application and operational discipline across all business units and geographies
Maintain readiness for audits, inspections, and regulatory reviews related to workforce and security operations
Establish operational cadence through reporting, dashboards, and governance structures that ensure transparency and accountability
Lead cross-functional initiatives that modernize systems, improve process efficiency, and elevate organizational maturity
Aligning people strategies with Finance, Legal, IT, and Operations to ensure enterprise-wide coherence
Drive technology adoption and process optimization to support scalability, data integrity, and workforce analytics
Ensure acquisitions and expansions are fully integrated from a people, compliance, and security standpoint
Drive internal customer and stakeholder accountability
Serve as the primary People Operations interface for external customers and partners where workforce, compliance, and security requirements are contractual obligations
Ensure that People Operations standards meet or exceed customer expectations and regulatory frameworks
Establish mechanisms for accountability, reporting, and continuous improvement tied to customer and partner requirements
Protect organizational reputation through disciplined governance, ethical leadership, and operational excellence

Required

Bachelor's degree in a related field
15+ years of progressive leadership experience in People Operations within highly regulated, high-growth, and/or complex organizations
Proven experience leading enterprise-scale transformation, M&A integration, and cross-functional initiatives
Deep expertise across Total Rewards, employee relations, compliance, workforce planning, and people risk management
Experience partnering with Finance, Legal, and Security functions to navigate governance and regulatory requirements and audits
Executive presence and judgment with the ability to advise, influence, and constructively challenge the executive leadership team
Ability to lead through ambiguity, rapid change, and competing priorities while maintaining trust, compliance, and operational excellence

Preferred

Masters degree
Experience working with external customers, government contracts, a regulated environments strongly preferred
Experience in the IC space highly preferred
