Sr Management Analyst

The City of Las Vegas is seeking a Senior Management Analyst for the Neighborhood Services Department. This role involves providing complex administrative and analytical support, overseeing administrative processes, and assisting with program implementation and evaluation.

Responsibilities

Provide complex and sensitive management and programmatic support to a large department; oversee assigned administrative support functions including budget
Supervise assigned clerical and technical personnel; participate in the selection of staff; train assigned employees in city procedures; work with employees to develop short and long term goals, monitor accomplishments, establish performance requirements and personal development targets and provide coaching for performance improvement and development
Research, develop, recommend and implement operational, administrative, program and other policies and procedures; assist in contract negotiations
Serve as department liaison to the Human Resources and Finance Departments in the recruitment, hiring, promotion and position control processes; participate and advise management in the selection of staff, discipline and employee relations issues, and classification and compensation issues; work with Human Resources and Finance to develop creative solutions to staffing budget and position constraints
Direct the data collection, compilation, coordination and organization of budget documentation; develop budget recommendations; participate with and advise division managers in the administration of department budget; prepare various financial reports as required
Plan, organize, direct and conduct complex administrative, operational, budgetary and other studies with City-wide or major internal operational or funding impact; prepare comprehensive technical, statistical and analytical reports and records which present and interpret data and identify alternative solutions or proposals; make and justify recommendations
Coordinate, facilitate, conduct and participate in inter-departmental, division and section meetings
Represent the department when interacting with consultants, public and private organizations, community groups and the general public
Respond to complaints and questions from the general public; review problems and recommend corrective actions; prepare reports noting trends or escalating issues
Draft ordinances and other supporting program documents; prepare and monitor program grants and related proposals; monitor compliance with applicable contractual agreements
Coordinate activities with other city departments, the public and outside agencies
Participate in various committees; attend and participate in professional group meetings
Provide training in various areas to department employees including computer applications and software
May participate in the recording and tracking of legislation in support of various programs in area of work assigned
May participate in contract administration with outside consultants and developers; prepare monthly progress reports

Required

Three years of increasingly responsible administrative and analytical experience preferably within a local government environment
Equivalent to a Bachelor's degree from an accredited college or university with major in public administration, business administration or a field related to the area of assignment
A combination of formal education and directly related work experience may substitute for the degree. The city assesses 1.5 years of fulltime experience as equivalent to one year of education
Principles of supervision, training and performance evaluation
Advanced principles and practices of budget administration
Advanced principles and practices of policy and procedure development
Advanced methods of research, program analysis and report preparation
Principles and techniques of project management
Policies and procedures of the assigned department
Advanced public relations techniques
Principles and procedures of accounting and procurement practices
English usage, spelling, grammar and punctuation
Modern office procedures and methods including common office software and hardware
Advanced records management principles and practices
Pertinent federal, state and local laws, codes and regulations
Independently perform the most difficult administrative and analytical activities in the area of work assigned involving the use of independent judgment and personal initiative
Understand the organization and operation of the assigned department and outside agencies as necessary to assume assigned responsibilities
Interpret, apply, explain and enforce City, administrative and departmental policies and procedures
Research, analyze and evaluate programs, policies and procedures
Analyze problems, identify alternative solutions, project consequences of proposed actions, recommend best options and implement approved solution in support of goals
Interact with a variety of individuals from different socio-economic, ethnic and cultural backgrounds in sensitive or difficult situations
Communicate clearly and concisely, both orally and in writing
Establish and maintain effective working relationships with those contacted in the course of work

Preferred

Experience developing and managing mental and behavioral health programs in non-clinical roles
Experience with behavioral health grant writing, compliance reporting, and performance monitoring
Experience working within public sector or Medicaid-funded behavioral health systems, including familiarity with reporting requirements, performance metrics, and audit readiness
