This role involves financial analysis and management related to the administration of federal funding for HIV services, ensuring compliance and providing support for audits and financial reporting.

Government Administration

Responsibilities

Performs assessments of subcontractor fiscal management systems, prepares reports, and manages internal Excel spreadsheets, such as the Allocations & Procurement report
Documents all findings and ascertains that policies and procedures are being followed and proper accounting procedures are in effect. Prepares audit programs to plan and schedule Subrecipient audits to assure grant compliance is part of audit activities
Prepares formal reports of site visits and desk reviews summarizing agency compliance with applicable standards including recommendations for improving internal contractors and operational deficiencies
Conducts analysis of Final Financial Reports submitted annually by Subrecipient agencies for each funded subcontract to ensure funds are expended in accordance with applicable laws, rules and HRSA grant policies
Provides financial management training and technical assistance to enhance overall monitoring efforts. Assists in the review of Subrecipient contracts, budget forms and Contract Review Certification (CRC) prior to their submission for final approval
Coordinates submission of Subrecipient independent audit report (A-133) to Harris County Auditor. Assists in the review of annual, fiscal and/or single Audit reports of grant Subrecipients
Assists with the development of annual Part A and EHE budgets, monitoring expenditures, operational planning, quarterly forecasts, and strategic plans in alignment with internal strategic priorities and strategies
Provides timely, accurate reports and analysis of operational performance against historical data and current Part A and EHE budgets

Required

Bachelor's degree in Finance, Accounting, and Business Administration
At least five (5) years of grant, non-profit, or government financial or accounting experience
At least one (1) year Oracle/PeopleSoft experience
TX Driver's License required
Proficient in MS Office Suite (Word, Excel, PowerPoint, Outlook)
Excellent communication skills (verbal & written)
Budget management skills and strong analytical abilities
Skilled in providing technical assistance on complex budget issues
Understands the organizational mission
Understands ethics and public good; is concerned with public trust
Demonstrates respect for the opinions and beliefs of others
