IT Senior Manager II
The Minnesota Judicial Branch is seeking an IT Senior Manager II to provide oversight and strategic direction within its Information Technology Division. Responsibilities
Provide oversight for the Office of the Chief Information Officer, Applications, or Infrastructure and Operations Minnesota Judicial Branch ITD functions
Plans, prioritizes, assigns, supervise, and reviews the work of assigned managerial, supervisory, and/or professional staff performing advanced professional and technical work designing, analyzing, developing, Implementing, modifying, testing, documenting, and supporting complex information technology systems, infrastructure, applications, hardware, software, projects, and frameworks
Hires, trains, mentors, coaches, assigns, and reviews the work of assigned staff; evaluates employee performance and works with employees on professional development and performance issues; implements disciplinary actions and terminations as necessary; promotes Branch vision and mission through leading assigned employees through change
Manages and participates in the development and implementation of ITD goals, objectives, policies, procedures, and work standards; develops short and long-range strategic IT plans for the assigned function, in conjunction with Chief Information Officer; researches and recommends IT projects, services, innovations, and technologies for implementation; establishes the strategic vision for assigned function and is responsible for executing that vision
Establishes the future technological direction of the MJB technology architecture, ensuring stability and performance of the IT infrastructure supporting statewide Judicial Branch operations and the development and implementation of Branch applications through division management
Communicates and advocates for future division plans within the Judicial Branch and with the Executive Branch and the Minnesota Legislature; promotes the MJB vision of state and local criminal justice system integration to the criminal justice community and the legislature
Participates in budget planning; tracks and monitors assigned budgets; ensures services provided meet the needs of the Branch and court customers
Oversees administration of IT-related contracts for the lease, maintenance, or licensing of equipment, software, or IT services; works with finance, legal, or other divisions on procurement compliance and to negotiate or renew contracts; develops and manages vendor relationships; monitors and evaluates contractor performance to ensure compliance with MJB standards and policies
Qualification
Required
Possession of a bachelor's degree in computer sciences, management information systems, or a related field and nine (9)+ years of experience in the field of information technology, including considerable supervisory and leadership experience
Preferred
Deep understanding of the full SDLC (Agile, Scrum, Kanban, Waterfall) and modern development practices (CI/CD, DevOps, automated testing)
Hands‑on knowledge of: Programming languages & frameworks (e.g., C#, .NET, Node.js, Python, Angular)
Hands‑on knowledge of: Integration patterns & middleware (REST/SOAP APIs, ESB)
Hands‑on knowledge of: Database technologies (SQL Server, PostgreSQL) and BI tools (Power BI, Tableau, SSRS)
Hands‑on knowledge of: QA methodologies (test automation, performance testing, security testing)
Ability to guide architecture decisions (micro‑services, SOA, cloud‑native, on‑prem) and enforce standards for code quality, security, and scalability
Strong analytical mindset; capable of translating business requirements into technical solutions
Experience working closely with Business Analysts, Product Owners, and senior business stakeholders
Experience preparing and managing budgets, forecasting resource costs, and negotiating contracts with third‑party vendors or service providers
Excellent verbal and written communication skills; able to present complex technical concepts to both technical and non‑technical audiences
