Responsibilities

Provides clinical supervision to staff and interns; consultation to staff through case staffing and observation of clinical work; feedback to staff for professional development; personnel and performance management including staff recruitment and hiring, new employee orientation, and ongoing training. Provides performance evaluations and initiates progressive discipline. Provides licensure supervision
Maintains responsibility for direct services including monitoring customer service delivery and work processes; ensures compliance with payer requirements; monitors staff workload and productivity; develops/implements policies and procedures; addresses quality improvement needs; conducts staff time studies and sets work parameters. Provides input on program development. May provide direct services, on call by telephone, and backup support
Provides direct behavioral health services, including screening ACT referrals, mental health assessments, treatment planning, case management, consultation, individual and group therapy, crisis assessment and intervention. Maintains accurate and timely clinical documentation in accordance with federal, state, county, and treatment program requirements under the direction of the program manager. At least 75% of services are provided in the community, including individual homes, hospitals, jails, licensed care, shelters, etc. Participates in after-hours on-call rotation to provide coverage to support individuals in crisis and provide consultation and coordination with other agencies and providers. Hours of work may include weekends. Participates fully as a member of the Marion County Assertive Community Treatment team as a supportive, reliable, positive, collaborative, and professional team member during the development of individual treatment planning, daily clinical team meetings, and client crisis intervention
Provides administrative support to service area; monitors and approves leave time; initiates personnel actions and purchasing; addresses risk management/employee safety; implements county and department policy. Ensures that any communication from the service area, representing the Health Department, is of a professional nature
Assists in communication and coordinating services with other agencies; acts as Health Department representative on interagency committees; provides liaison with state agencies; develops partnerships; coordinates services across agencies and markets services
Tracks client service data, including fidelity measures, utilization, client satisfaction, and outcomes. Identifies service gaps. Documents services to meet OARs, CCO, and Health Department requirements. Assists in monitoring contract/grants performance to assure compliance with requirements including developing service report and proposals
Participates fully as a member of the Marion County Health and Human Services leadership team and the Adult Behavioral Health Supervisor team as a supportive, reliable, positive, collaborative, and professional team member. Provides team development: how team members work together, conflict resolution; and delegation of hand-offs. Resolves personnel conflicts in an effective and helpful manner. Effectively manages change by acting as a “lead change agent” with teams. Maintains a positive attitude with leadership that conveys a clear direction of services, involving staff input and inspiring confidence and trust
Driving is an essential function to meet the needs of this position for meetings in other offices, meetings in community, providing direct services to individuals enrolled in services, etc
Performs other job duties as assigned by the supervisor

Required

Possession of a Master's degree in Psychology, Social Work, Recreational Therapy, Music Therapy, Art Therapy or a Behavioral Science Field, or possession of a bachelor's degree in Nursing and licensed by the State of Oregon, or possession of a bachelor's degree in Occupational Therapy and licensed by the State of Oregon
Three years of professional experience in a behavioral science field
Two years of supervisory experience
Any satisfactory combination of work, education, training, or experience relevant to the position, as determined by Marion County
Must be either licensed by the Oregon Board of Licensed Professional Counselors, licensed by the Oregon Board of Licensed Social Workers or credentialed or registered through the Mental Health and Addiction Counseling Board of Oregon (MHACBO) as a Qualified Mental Health Professional (QMHP) within the first 30 days of employment
Complies with OAR 309-019-0231(7)(a): Upon hiring, all clinical staff on an ACT team shall have experience in providing direct services related to the treatment and recovery of individuals with a serious and persistent mental illness
Must possess a current driver's license in the applicant's state of residence and an acceptable driving history
Must possess and maintain proof of personal automobile liability insurance, at a minimum, in the amount required by Oregon Law (ORS Chapter 806) as may be required to utilize personal vehicle
The finalist for this position will be required to pass a criminal history background check, including finger printing; however, conviction of a crime may not necessarily disqualify an individual for this position
This position may be subject to the following: Must not be excluded from participation in the federal health care programs (Medicaid, Medicare and other federally funded programs that provide health benefits); AND must not be excluded from participating in federal procurement (Federal Acquisition Regulation) and non-procurement activities (Executive Order No. 12549)
This is a safety sensitive/special needs position. Final candidates selected for this position will be required to pass a pre-employment drug screen, including testing for marijuana
