Sr. Project Manager (Charlottesville Area Transit)

Responsibilities

Serves as principal point-of-contact for assigned projects, managing and developing projects through all phases throughout the life of the project, including, but not limited to, RFP/RFQ development, project program planning, design development, scheduling, budget development, construction oversight/management, and warranty compliance
Oversees CAT projects which include capital infrastructure processes, and Federal Transit Administration (FTA) capital project compliance and long-range infrastructure development
Responsible for incorporating alternative fuel vehicles into Transit’s fleet, requiring exploration of Federal Transit Administration (FTA) capital grant process
Develops and manages projects as a team lead including guiding and coordinating with City staff and external consultants
Develops a project plan for each assignment which identifies and defines the scope and objectives of each project, involving all stakeholders in the planning/implementation, identifying and considering stakeholder work processes, equipment, facilities, and budget
Ensures compliance with all specifications and associated laws, rules, regulations, codes, policies, and safety standards; and applying industry best practices and approaches
Develops and coordinates detailed project work schedules, cost estimates, and coordinates the acquisition of necessary project construction which may include easement and right-of-way agreements
Conducts research, cost-benefit analyses and other studies for project planning and compliance
Provides administrative support by managing tracking of financial and data information, reviewing and approving processes requiring regulatory approvals, reviewing and approving pay applications, change orders, records and report management
Advises management on cost-planning, scheduling, control and productivity analysis, provides financial management oversight and reports on business results
Advises management on work distribution, and scheduling issues; facilitates internal processes and scoping meetings
Plans and monitors project activities to mitigate risk, including compliance with OSHA and/or ADA regulations
Documents project actions and decisions, maintaining records, ensuring accountability of actions including fiscal actions and keeping City staff well-informed of project status
Participates in the recommendation and selection of outsourced consulting services required for projects which may include project design professionals, right-of-way agents, technology specialists, third-party testing and verification experts, acquisition of agreements, and other professionals
Attends and participates in meetings and presents project information and updates to stakeholders, including but not limited to department leadership, elected officials, the general public, and boards or committees such as School Board, COP Committee, Planning Commission
Maintains a high level of customer services, support, and communication with stakeholders including researching and resolving complaints/issues/discrepancies, recommending changes to improve services to the public and/or other customers while improving the project plan design
Responsible for appropriate use and maintenance of City equipment, tools and other resources, including work time
Regular and reliable attendance
Subject to being called back to work to the City in emergencies or as needed to provide necessary services to the public. Must have the ability to be contacted and respond based on Departmental guidelines

Required

Bachelor's degree in construction management, architecture, engineering, or related area AND 5 years of comprehensive experience managing full life-cycle of complex projects related to assigned area (building/structural; utilities; transportation; accessibility; and/or construction)
OR Associate degree/Technical School degree in construction management, architecture, engineering, or a related technical design area AND 7 years of comprehensive experience managing full life-cycle of complex projects related to assigned area (building/structural; utilities; transportation; accessibility; and/or construction)
OR High School diploma or GED AND 9 years of comprehensive experience managing full life-cycle of complex projects related to assigned area (building/structural; utilities; transportation; accessibility; and/or construction)
OR An equivalent combination of education and experience may be considered in lieu of the specific requirements listed above
Must obtain and maintain a valid Virginia Driver's License and acceptable driving record according to city criteria
Required to successfully pass a pre-employment background check and pre-employment drug screen

Preferred

Master's degree in construction management, architecture, engineering, or related area
Significant experience directing/managing a variety of complex projects of significantly large scale and of considerable cost
Engineer In Training (EIT), Professional Engineer (PE) License, or Project Manager Professional (PMP), and/or Master level HVAC or Electrical license; depending on position
Certification in project management with a professional organization such as AIA, USGBC, ASLA, or IDSA
When assigned to Transit (CAT), experience with FTA rules and regulations and monitoring/managing federal grant projects
