Park & Public Spaces Supervisor- Downtown
NEOGOV is seeking a Park & Public Spaces Supervisor for the City of Hilliard. This role provides leadership and oversight for downtown parks, ensuring safety, cleanliness, and community engagement while managing operations and vendor contracts.

Responsibilities
Manage contracts and vendor relationships for landscaping, trash removal, snow removal, and park beautification
Oversee preventative maintenance and repairs of all facilities and park amenities including splash pad, reflection ponds, fountain systems, filtration systems, pump rooms, music and control systems,shelter house, concrete, brick, stone, pergola, restrooms, turf area, hardscapes, bike racks, public art, etc
Inspect facilities regularly, documenting conditions, tracking issues, and ensuring prompt resolution including mechanical, electrical, and water-quality related issues associated with water features
Coordinating with contractors to complete facility repairs, including coordinating annual inspections for the elevator, fire alarm, equipment and backflows
Build and maintain strong relationships with downtown businesses, residents, and community partners
Serve as a liaison with Hilliard Division of Police, Economic Development Department, Public Service Department, Norwich Township Fire Department, and while working closely with Event Recreation Supervisor and Aquatic division to ensure safe operations and event planning
Monitor budgets, track expenses, and prepare reports on park operations and vendor compliance
Provide exceptional customer service and represent the Recreation and Parks Department in a professional manner to work collaboratively to complete all duties as assigned
Recruit, hire, and onboard seasonal staff to support splash pad operations, restrooms, shelter house, park beautification efforts, and community events
Train and schedule staff to ensure coverage and operational excellence
Prepare parks for opening season, including landscaping, mulching, planting, de-winterization, system checks, and any required repairs prior to opening
Manage beautification projects within Downtown Hilliard
Supervise seasonal staff managing splash pad, restrooms, events, and park upkeep
Act as liaison for all events, rentals, and activities in downtown, ie. Celebration at the Station, Sprouts Live, Get the Scoop, and other summer events and programs to plan in advance and strategically based on annual event schedule and other community events that occur in downtown
Monitor daily maintenance standards for water feature systems, turf, shelter house, landscaping, trash, and guest amenities and prepare for fall park maintenance and project needs
Ensure positive visitor experience and address operational issues promptly
Responsible for budget implementation and communicate and manage needs for repair, preventative maintenance and capital improvement needs
Oversee splash pad and fountain shutdown/winterization
Conduct end-of-season staff wrap-up, evaluations, facility inspections, and prepare for vendor contracts or projects to be completed
Coordinate fall landscaping projects include tree pruning, plant removal, and beautification
Direct snow removal operations and monitor contractor performance
Manage beautification projects (holiday décor, tree, downtown flags, corridor enhancements and other duties)
Conduct detailed inspections of facilities, initiating preventative maintenance and repairs
Begin seasonal hiring process in December, coordinating job descriptions, postings, interviews, and onboarding timelines in collaboration with Recreation Supervisors
Update training manuals, job descriptions, and operational procedures for the coming year
Determine upcoming year shelter house rental agreement, schedule
Assist Event Supervisor in the special event permitting process for all events in downtown Hilliard
Prepare for Tree Lighting event, tree installation, downtown banners, snowflakes, lighting
Assist with any winter programming/event set up and logistics scheduled in HSP shelter house
Qualification
Required
Bachelor's degree preferred in Parks & Recreation, Public Administration, Horticulture, Facilities Management, or related field; equivalent combination of education and experience may be considered
3–5 years of experience in parks operations, facility management, or public works; supervisory experience preferred
Strong organizational, leadership, and interpersonal skills
Experience managing vendor contracts, budgets, and preventative maintenance programs
Ability to work some evenings, weekends, and holidays as required for special events or emergency response. Some on-call hours required and supervision of crews working special events
Knowledge of safety regulations, horticulture/landscaping practices, and event operations
Ability to obtain Certified Pool Operator (CPO) certification within 6 months of hire

Employees are eligible to enroll in health insurance, vision, and dental benefits.
After one year of service, employees are eligible to receive $7,000 per year in tuition reimbursement.
The City pays 100% of the premium on a $100,000 life insurance policy for employees.
The City contributes 14% monthly toward retirement benefits offered through the Ohio Retirement System (OPERS) and the employee contributes 10%.
Employees accrue two weeks of vacation in their first year of employment.
1 Year - 3.1 hours per pay period (80 hours per year)
5 Years- 4.6 hours per pay period (120 hours per year)
10 Years- 6.2 hours per pay period (160 hours per year)
15 Years- 7.7 hours per pay period (200 hours per year)
Employees receive two personal days.
There are 12 holidays recognized by the City.
Employees accrue 3.1 hours of sick leave per pay period for a total of 80 hours per year.
Employees are eligible to enroll in the employee Well membership program.
