Accounting Technician I/II

Sutter County Auditor-Controller’s Department is seeking a detail-oriented Accounting Technician I/II with a specialization in Payroll. The ideal candidate will perform technical accounting tasks, interact with employees and County departments regarding payroll matters, and maintain strict confidentiality while analyzing payroll data.

Responsibilities

Performs technical accounting tasks in maintaining fiscal records and other reports, including preparing and posting journal and ledger entries. One or more of the following general disciplines may be involved: accounts payable, accounts receivable, fixed assets, general ledger, and/or payroll
Receives, processes and disburses revenues
Prepares bank deposits and reconciles bank statements
Maintains complex accounts and ledgers
Maintains departmental files and records
Responds to requests for information or assistance and coordinates accounting activities with other County departments
Establishes new accounts and funds as needed
Assists in the preparation, including statistical typing, of budgets, financial statements, schedules, and other statistical and financial reports
Identifies and resolves problems and inconsistencies, determines corrective entries to maintain accounting controls
Audits reports and statements to assure accuracy and completion
Prepares reports allocating overhead and support service costs among programs
May conduct sales of real and personal property
May research civil codes and process legal documents and permits
Performs related duties as assigned
Answers telephone takes messages and/or directs calls as appropriate
Supports the routine duties of accountants and other related work as needed
May be tasked with performing specialized accounting technical duties for special programs

Required

Knowledge of principles and practices of advanced financial record keeping/bookkeeping
Knowledge of computerized data processing principles
Knowledge of basic accounting principles
Knowledge of modern office procedures and equipment
Knowledge of basic mathematics
Ability to understand and interpret principles, laws and procedures involved in fiscal record keeping and accounting
Ability to learn laws, codes and statutes associated with assigned work and apply them appropriately
Ability to maintain accurate ledgers and journals
Ability to analyze data and draw sound conclusions
Ability to reconcile bank statements
Ability to work independently
Ability to communicate effectively orally and in writing
Two (2) years of full-time experience equivalent to an Account Clerk with Sutter County
Three (3) years of full-time experience working with financial or statistical records
An associate degree in accounting or business administration from an accredited college with a minimum of 9 semester units in accounting and one (1) year of full-time experience comparable to an Account Clerk in Sutter County
Any combination of education and experience that provides equivalent knowledge, skills and abilities
Knowledge of basic principles and practices of financial record keeping
Knowledge of basic governmental accounting principles
Knowledge of modern office equipment and methods including use of computer applications in word processing, spreadsheets, databases and financial applications
Knowledge of accounting methods related to the processing and recording of financial information
Knowledge of principles and practices of routine analytical techniques
Knowledge of customer service principles and problem resolution techniques
Knowledge of Federal, State and local laws, policies and procedures related to area of assignment
Ability to understand and interpret principles, procedures, policies, and regulations related to fiscal record keeping and accounting functions
Ability to research and compile technical and financial information
Ability to make accurate mathematical calculations
Ability to maintain ledgers and journals
Ability to analyze data, identify and resolve discrepancies
Ability to complete and reconcile various accounting statements
Ability to work independently in the absence of supervision
Ability to communicate clearly and concisely, orally and in writing
Ability to work with various cultural and ethnic groups in a tactful and effective manner
Ability to establish and maintain cooperative relationships with those contacted in the course of work
Two (2) years of full-time experience equivalent to an Account Technician I with Sutter County
An associate degree in accounting or business administration from an accredited college with a minimum of 9 semester units in accounting and one (1) year of full-time experience equivalent to an Account Technician I with Sutter County
Four (4) years of full-time highly responsible accounting support experience involving the review, processing and maintenance of fiscal transactions and accounts or statistical data and records
Any combination of education and experience that provides equivalent knowledge, skills and abilities
Requires the ability to maintain mental capacity which allows the capability of exercising sound judgment and rational thinking under varied circumstances
Requires the ability to exert a small amount of physical effort in sedentary to light work involving moving from one area of the office to another
Requires the ability to see
Requires the ability to hear and communicate orally
Requires sufficient hand/eye coordination to perform semi-skilled repetitive movements, such as using a computer, typing, data entry, and/or use of calculators, ten-key adding machine, or use of other office equipment or supplies
Work is primarily performed in an office environment, and the position may require prolonged periods of computer and monitor use
This classification may require a valid California driver's license
