City Engineer

The City of Ramsey is seeking a dynamic professional to serve as its next City Engineer, leading a newly restructured Engineering Department. This role offers the opportunity to influence city infrastructure while benefiting from strong internal support and mentorship.

Government Administration

Responsibilities

Oversee planning, design, construction, inspection, and maintenance of public infrastructure
Provide leadership for consultant and in-house projects
Manage the engineering personnel’s performance
Develop and implement engineering policies and procedures
Ensure infrastructure services align with City Council and community expectations
Oversee contract administration for public improvement projects
Manage the Pavement Management and Rating Programs
Supervise City building construction and facility maintenance projects
Prepare feasibility reports and project recommendations for the City Council
Oversee plans, specifications, bidding documents, and contract awards
Coordinate engineering activities with Public Works maintenance
Review and sign MPCA Sanitary Sewer Extension permit applications
Administer railroad quiet zone agreements, permits, and payments
Manage MnDOT agreements and permits
Oversee annual Stormwater Pollution Prevention Program (SWPPP) report and monitor regulatory updates
Assist with FEMA duties, including Flood Insurance Studies and LOMA/LOMR submittals
Ensure compliance with bridge inspection and traffic count reporting requirements
Handle annual Municipal State Aid (MSA) reporting and represent the City at State Aid meetings
Serve on the Development Review Committee to evaluate private development proposals for compliance with city standards on pedestrian facilities, streets, sewer, water, stormwater, and traffic control
Review plans and proposals for adherence to City, State, and local requirements. Assist in development agreements, fee collection, and acquiring letters of credit and bonds
Manage pre-construction meetings and oversee letter-of-credit requests
Conduct construction inspections of private infrastructure to ensure public acceptance and compliance with erosion control requirements
Act as the City’s liaison for County and State Highway projects, coordinating agreements and payments
Assist with the City’s Capital Improvement Program (CIP)
Attend and present at City Council, Planning Commission, and Public Works meetings as necessary
Supervise engineering staff and conduct performance evaluations in accordance with City policies
Maintain professional relationships with staff, partner agencies, and the public
Ensure effective and respectful communication with all stakeholders

Required

Bachelor's Degree in Civil Engineering or equivalent
5+ years of civil engineering experience
Ability to obtain PE licensure in Minnesota within 6 months
2 years of supervisory or related experience
Valid state-issued driver's license
Consideration will be given to a combination of education and experience
Master's Degree in Civil Engineering, Public/Business Administration, or related field
7+ years of civil engineering experience in the municipal/public sectors
Licensed Professional Engineer (PE) in Minnesota
Strong understanding of municipal engineering operations and program management
Knowledge of relevant laws, codes, and regulations
Familiarity with construction contracts and public infrastructure standards
Proficient in modern engineering principles and municipal design standards
Skills in supervising, training, and evaluating staff
Understanding of public engagement and community involvement processes
Knowledge of special assessment financing requirements
Proficient in Microsoft Office (Word, Excel, PowerPoint, Outlook)
Strong analytical and problem-solving skills
Ability to interpret and apply policies and regulations
Skilled in planning and coordinating staff activities
Strong written and verbal communication skills
Ability to build consensus among diverse stakeholders
Practical presentation skills for officials and community groups
Ethical and motivating leadership with strong collaborative skills
